The United States National Security Council (NSC) is the national security council used by the president of the United States for consideration of national security, military, and foreign policy matters. Based in the White House, it is part of the Executive Office of the President of the United States, and composed of senior national security advisors and Cabinet officials.

Since its inception in 1947 by President Harry S. Truman, the function of the council has been to advise and assist the president on national security and foreign policies. It also serves as the president's principal arm for coordinating these policies among various government agencies. The council has subsequently played a key role in most major events in U.S. foreign policy, from the Korean War to the war on terror.

The United States Armed Forces are the military forces of the United States. U.S. federal law names six armed forces: the Army, Marine Corps, Navy, Air Force, Space Force, and Coast Guard. Since 1949, all of the armed forces, except the Coast Guard, have been permanently part of the United States Department of Defense, with the Space Force existing as a branch of the Air Force until 2019. They form six of the eight uniformed services of the United States.

From their inception during the American Revolutionary War, the Army and the Navy, and later the other services, have played a decisive role in the country's history. They helped forge a sense of national unity and identity through victories in the early-19th-century First and Second Barbary Wars. They played a critical role in the territorial evolution of the U.S., including the American Civil War. The National Security Act of 1947 created the Department of Defense or DoD, (after a short period being called the National Military Establishment) headed by the secretary of defense, superior to the service secretaries. It also created both the U.S. Air Force and National Security Council; in 1949, an amendment to the act merged the cabinet-level departments of the Army, Navy, and Air Force into the DoD.

United States National Security Council in the context of 1973 Afghan coup d'état

The 1973 Afghan coup d'état, also called by Afghans as the Coup of 26 Saratan (Dari: کودتای ۲۶ سرطان) and self-proclaimed as the Revolution of 26 Saratan 1352, was led by Army General and prince Mohammad Daoud Khan against his cousin, King Mohammad Zahir Shah, on 17 July 1973, which resulted in the establishment of the Republic of Afghanistan under a one-party system led by Daoud Khan.

For the coup, Daoud Khan led forces in Kabul along with then-chief of staff General Abdul Karim Mustaghni, to overthrow the monarchy while the King was convalescing abroad in Ischia, Italy. Daoud Khan was assisted by army officers and civil servants from the Parcham faction of the PDPA, including Air Force colonel Abdul Qadir. Daoud also had the support of air force personnel stationed in Kabul International Airport and Bagram Air Base, led by Lieutenant Abdul Hamed Muhtaat and Lieutenant Pachagul Wadafar, although the flying of military aircraft over the city was not called upon. Seven loyalist police officers and one tank commander, as well as three members of his tank crew, were killed in what was described at the time by staff from the United States National Security Council as a "well planned and swiftly executed coup".

United States National Security Council in the context of Director of National Intelligence

The director of national intelligence (DNI) is a cabinet-level United States government intelligence and security official. The position is required by the Intelligence Reform and Terrorism Prevention Act of 2004 to serve as executive head of the United States Intelligence Community (IC) and to direct and oversee the National Intelligence Program (NIP). All 18 IC agencies, including the Central Intelligence Agency (CIA), the Defense Intelligence Agency (DIA) and the National Security Agency (NSA), report directly to the DNI. Other federal agencies with intelligence capabilities also report to the DNI, including the Federal Bureau of Investigation (FBI).

The DNI also serves as the principal advisor to the president of the United States, the National Security Council, and the Homeland Security Council on all intelligence matters. The DNI, supported by the Office of the Director of National Intelligence (ODNI), produces the President's Daily Brief, a highly classified document including intelligence from all IC agencies, shared each morning with the president of the United States. The DNI, who is appointed by the president of the United States and is subject to confirmation by the United States Senate, serves at the pleasure of the president.

The economy of the Soviet Union was based on state ownership of the means of production, collective farming, and industrial manufacturing. An administrative-command system managed a distinctive form of central planning. The Soviet economy was second only to the United States and was characterized by state control of investment, prices, a dependence on natural resources, lack of consumer goods, little foreign trade, public ownership of industrial assets, macroeconomic stability, low unemployment and high job security.

Beginning in 1930, the course of the economy of the Soviet Union was guided by a series of five-year plans. By the 1950s, the Soviet Union had rapidly evolved from a mainly agrarian society into a major industrial power. Its transformative capacity meant communism consistently appealed to the intellectuals of developing countries in Asia. In fact, Soviet economic authors like Lev Gatovsky (who participated in the elaboration of the first and second five-year plans) frequently used their economic analysis of this period to praise the effectiveness of the October Revolution. The impressive growth rates during the first three five-year plans (1928–1940) are particularly notable given that this period is nearly congruent with the Great Depression. During this period, the Soviet Union saw rapid industrial growth while other regions were suffering from crisis. The White House National Security Council of the United States described the continuing growth as a "proven ability to carry backward countries speedily through the crisis of modernization and industrialization", but the impoverished base upon which the five-year plans sought to build meant that at the commencement of Operation Barbarossa on 22 June 1941 the country was still poor.

The vice president of the United States (VPOTUS, or informally, veep) is the second-highest ranking office in the executive branch of the U.S. federal government, after the president of the United States, and ranks first in the presidential line of succession. The vice president is also an officer in the legislative branch, as the president of the Senate. In this capacity, the vice president is empowered to preside over the United States Senate, but may not vote except to cast a tie-breaking vote. The vice president is elected at the same time as the president to a four-year term of office by the people of the United States through the Electoral College, but the electoral votes are cast separately for these two offices. Following the passage in 1967 of the Twenty-fifth Amendment to the US Constitution, a vacancy in the office of vice president may be filled by presidential nomination and confirmation by a majority vote in both houses of Congress. This was based on the Tyler Precedent set in 1841 when John Tyler became the first vice president to take over for a deceased president following the death of William Henry Harrison.

The modern vice presidency is a position of significant power and is widely seen as an integral part of a president's administration. The presidential candidate selects the candidate for the vice presidency as their running mate in the lead-up to the presidential election. While the exact nature of the role varies in each administration, since the vice president's service in office is by election, the president cannot dismiss the vice president, and the personal working-relationship with the president varies, most modern vice presidents serve as a key presidential advisor, governing partner, and representative of the president. The vice president is also a statutory member of the United States Cabinet and United States National Security Council and thus plays a significant role in executive government and national security matters. As the vice president's role within the executive branch has expanded, the legislative branch role has contracted; for example, vice presidents now preside over the Senate only infrequently.

United States National Security Council in the context of National Security Act of 1947

The National Security Act of 1947 (Pub.L. 80-253, 61 Stat. 495, enacted July 26, 1947) was a law enacting major restructuring of the United States government's military and intelligence agencies following World War II. The majority of the provisions of the act took effect on September 18, 1947, the day after the Senate confirmed James Forrestal as the first secretary of defense.

The act merged the Department of the Army (renamed from the Department of War), the Department of the Navy, and the newly established Department of the Air Force (DAF) into the National Military Establishment (NME). The act also created the position of the secretary of defense as the head of the NME. It established the United States Air Force under the DAF, which worked to separate the Army Air Forces into its own service. It also protected the Marine Corps as an independent service under the Department of the Navy. Aside from the unification of the three military departments, the act established the National Security Council and the Central Intelligence Agency, the latter of which is headed by the director of central intelligence.

United States National Security Council in the context of United States Secretary of Defense

The United States secretary of defense (SecDef), secondarily titled the secretary of war (SecWar), is the head of the United States Department of Defense (DoD), the executive department of the U.S. Armed Forces, and is a high-ranking member of the cabinet of the United States. The secretary of defense's position of command and authority over the military is second only to that of the president of the United States, who is the commander-in-chief. This position corresponds to what is generally known as a defense minister in many other countries. The president appoints the secretary of defense with the advice and consent of the Senate, and is by custom a member of the Cabinet and by law a member of the National Security Council.

Subject only to the orders of the president, the secretary of defense is in the chain of command and exercises command and control, for both operational and administrative purposes, over all DoD-administered service branches  – the Army, Marine Corps, Navy, Air Force, and Space Force – as well as the Coast Guard when its command and control is transferred to the Department of Defense. Only the secretary of defense (or the president or Congress) can authorize the transfer of operational control of forces between the three military departments (Department of the Army, the Navy, and the Air Force) and the eleven Unified Combatant Commands.
