Within the European Union (EU), Directorates-General are departments with specific zones of responsibility. Within the European Commission specifically, Directorates-General are the equivalent of national-level ministries. Most are headed by a European commissioner, responsible for the general direction of the Directorate-General, and in charge of (politically responsible for) the corresponding policy area; and a director-general, responsible for the management of day-to-day affairs, who reports to the European Commissioner.

Nearly all of the top-level organisational divisions of the Secretariat of the European Parliament and the General Secretariat of the Council of the European Union are also termed Directorates-General.

In other jurisdictions—such as Belgium, Mexico, Netherlands, Philippines, Slovenia, and Nigeria—the holder of a cabinet-level post or other government official is not permitted to be a member of the legislature. Depending on the administrative arrangements in each jurisdiction, ministers are usually heads of a government department and members of the government's ministry, cabinet and perhaps of a committee of cabinet. Some ministers may be more senior than others, and some may hold the title 'assistant minister' or 'deputy minister'. Some jurisdictions, with a large number of ministers, may designate ministers to be either in the inner or outer ministry or cabinet.

The Colonial Office was a government department of the Kingdom of Great Britain and later of the United Kingdom, first created in 1768 from the Southern Department to deal with colonial affairs in North America (particularly the Thirteen Colonies, as well as the Canadian territories recently won from France), until merged into the new Home Office in 1782. In 1801, colonial affairs were transferred to the War Office in the lead up to the Napoleonic Wars, which became the War and Colonial Office to oversee and protect the colonies of the British Empire. The Colonial Office was re-created as a separate department 1854, under the colonial secretary. It was finally merged into the Commonwealth Office in 1966.

Despite its name, the Colonial Office was responsible for much, but not all, of Britain's Imperial territories; the protectorates fell under the purview of the Foreign Office, and the British Presidencies in India were ruled by the East India Company until 1858, when the India Office was formed to oversee the administration of the new Viceroyalty of India (the Crown ruled India directly through a Viceroy after the Indian Rebellion), while the role of the Colonial Office in the affairs of the Dominions was replaced by the Dominion Office in 1925.

A special organization (特別の機関, Tokubetsu no kikan) is a Japanese government organization established under the Cabinet Office, ministries or their external organs (commission and agencies) when particularly necessary. It is distinguished from a facility. The classification was created when the amendments to the National Government Organization Act [ja] were promulgated on July 1, 1984. The amendments, in particular, made it clear that the National Police Agency is an extraordinary organ attached to the National Public Safety Commission, which is an external organ of the Cabinet Office.
