Goods were also transported on the Runcorn extension of the Bridgewater Canal (from 1776) and the Liverpool and Manchester Railway (from 1830) but by the late 19th century the Mersey and Irwell Navigation had fallen into disrepair and was often unusable. Manchester's business community viewed the charges imposed by Liverpool's docks and the railway companies as excessive. A ship canal was proposed to give ocean-going vessels direct access to Manchester. The region was suffering from the Long Depression; the canal's proponents argued that the scheme would boost competition and create jobs. They gained public support for the scheme, which was first presented to Parliament as a bill in 1882. Faced with stiff opposition from Liverpool, the canal's supporters were unable to gain the necessary act of Parliament to allow the scheme to go ahead until 1885.

Manchester (/ˈmænɪstər, -ɛs-/) is a city in Greater Manchester, England. It had a population of over 589,000 in 2024. It is bordered by the Cheshire Plain to the south, the Pennines to the north and east, and the neighbouring city of Salford to the west. The two cities and the surrounding towns form one of the United Kingdom's most populous conurbations, the Greater Manchester Built-up Area, which has a population of 2.87 million.

The history of Manchester began with the civilian settlement associated with the Roman fort (castra) of Mamucium or Mancunium, established in about AD 79 on a sandstone bluff near the confluence of the rivers Medlock and Irwell. Historically part of Lancashire, areas of Cheshire south of the River Mersey were incorporated into Manchester in the 20th century, including Wythenshawe in 1931. Throughout the Middle Ages Manchester remained a manorial township, but began to expand significantly around the turn of the 19th century. Manchester's unplanned urbanisation was brought on by a boom in textile manufacture during the Industrial Revolution, and resulted in it becoming the world's first industrialised city. Manchester attained city status in 1853. The Manchester Ship Canal opened in 1894, creating the Port of Manchester and linking the city to the Irish Sea, 36 miles (58 km) to the west. Its fortune declined after the Second World War, owing to deindustrialisation, and the IRA bombing in 1996 led to extensive investment and regeneration. Following considerable redevelopment, Manchester was the host city for the 2002 Commonwealth Games.

The Port of Manchester was a port in Salford, North West England, until its closure in 1982. It was created as a customs port on 1 January 1894, four months before the official opening of the Manchester Ship Canal. It extended along the whole 36-mile (58 km) length of the ship canal, from Eastham in the west to Manchester in the east, absorbing the Port of Runcorn, which had been created in 1862. The new port was only 3.74 miles (6.02 km) from the Port of Liverpool's boundary at Herculaneum Dock, and 2.4 miles (3.9 km) from the Port of Garston. The ship canal transformed Manchester from a landlocked city into a major sea port, at its height the third-busiest port in the United Kingdom. Once delivered to the port, goods could be transported to other parts of the country such as Leeds to the east, and up to 100 miles (160 km) south as far as Birmingham.

The River Irwell (/ˈɜːrwɛl/ UR-wel) is a tributary of the River Mersey in north-west England. It rises at Irwell Springs on Deerplay Moor, approximately 1+12 miles (2.5 kilometres) north of Bacup and flows southwards for 39 mi (63 km) to meet the Mersey near Irlam Locks. The Irwell marks the boundary between Manchester and Salford, and its lower reaches have been canalised and now form part of the Manchester Ship Canal.

In the 17th and 18th centuries, the Irwell's lower reaches were a trading route that became part of the Mersey and Irwell Navigation. In the 19th century, the river's course downstream of Manchester was permanently altered by the construction of the Manchester Ship Canal which opened in 1896. The canal turned Manchester and Salford into a major inland seaport and led to the development of Trafford Park, which became the largest industrial estate in Europe. Further changes were made in the 20th and 21st centuries to prevent flooding in Manchester and Salford, including the construction of the Anaconda Cut in 1970 and the River Irwell Flood Defence Scheme in 2014.
