There are currently 21 county councils in England, all of which serve areas known as non-metropolitan counties. The county councils serve as the upper-tier authorities in a two-tier arrangement; their areas are divided into a number of non-metropolitan districts, which each have a district council.

The first county councils were created in 1889 under the Local Government Act 1888. There was a significant reform of the number, powers and jurisdictions of county councils in 1974. County councils were also established for the metropolitan counties created in 1974, but the metropolitan county councils were all abolished in 1986. From 1995 onwards numerous unitary authorities have been created.

A combined authority (CA) is a type of local government body introduced in England outside Greater London by the Local Democracy, Economic Development and Construction Act 2009. CAs are created voluntarily and allow a group of local authorities to pool appropriate responsibility and receive certain devolved functions from central government, creating a form of regional government able to deliver transport and economic policy more effectively over a wider area. In areas where local government is two-tier, both tiers must participate in the combined authority.

A combined county authority (CCA) is a similar local government body introduced by the Levelling-up and Regeneration Act 2023. They differ from combined authorities primarily in that they may only be formed by county councils and unitary authorities. The members of the CCA are appointed by its constituent councils. In addition, the CCA may appoint additional members and allow another body to nominate members; these members are non-voting unless decided otherwise.

List of county councils in England in the context of 2025 United Kingdom local elections

The 2025 United Kingdom local elections were held on 1 May 2025 for 1,641 council seats across 24 local authorities. All seats on 14 county councils and eight unitary authorities in England were up for election. They were the first local elections to follow the 2024 general election. Most of these seats were last contested at the 2021 local elections.

There were also six mayoral elections, including the inaugural election for the mayor of Greater Lincolnshire, and the inaugural election for the mayor of Hull and East Yorkshire. The 2025 Runcorn and Helsby by-election was also held on 1 May. In addition, elections for the Council of the Isles of Scilly were held. The City of London Corporation held elections on 19 and 20 March.
