Bureaucracy (/bjʊəˈrɒkrəsi/ bure-OK-rə-see) is a system of organization where laws or regulatory authority are implemented by civil servants (non-elected officials). Historically, a bureaucracy was a government administration managed by departments staffed with non-elected officials. Today, bureaucracy is the administrative system governing any large institution, whether publicly owned or privately owned. The public administration in many jurisdictions is an example of bureaucracy, as is any centralized hierarchical structure of an institution, including corporations, societies, nonprofit organizations, and clubs.

There are two key dilemmas in bureaucracy. The first dilemma relates to whether bureaucrats should be autonomous or directly accountable to their political masters. The second dilemma relates to bureaucrats' responsibility to follow preset rules, and what degree of latitude they may have to determine appropriate solutions for circumstances that are unaccounted for in advance.

An uncodified constitution is a type of constitution where the fundamental rules often take the form of customs, usage, precedent and a variety of statutes and legal instruments. An explicit understanding of such a constitution can be developed through commentary by the judiciary, government committees or legal experts. In such a constitutional system, all these elements may be (or may not be) recognized by courts, legislators, and the bureaucracy as binding upon government and limiting its powers. Such a framework is sometimes imprecisely called an "unwritten constitution"; however, all the elements of an uncodified constitution are typically written down in a variety of official documents, though not codified in a single document. However, there may be truly "unwritten" constitutional conventions which while not usually legally enforceable may hold just as much sway as the letter of the law.

An uncodified constitution has the advantages of elasticity, adaptability, and resilience. A. V. Dicey described the uncodified constitution as "the most flexible polity in existence." A significant disadvantage, however, is that controversies may arise due to different understandings of the usages and customs that form the fundamental provisions of the constitution.

The exploitation of natural resources describes using natural resources, often non-renewable or limited, for economic growth or development. Environmental degradation, human insecurity, and social conflict frequently accompany natural resource exploitation. The impacts of the depletion of natural resources include the decline of economic growth in local areas; however, the abundance of natural resources does not always correlate with a country's material prosperity. Many resource-rich countries, especially in the Global South, face distributional conflicts, where local bureaucracies mismanage or disagree on how resources should be used. Foreign industries also contribute to resource exploitation, where raw materials are outsourced from developing countries, with the local communities receiving little profit from the exchange. This is often accompanied by negative effects of economic growth around the affected areas such as inequality and pollution.

The exploitation of natural resources started to emerge on an industrial scale in the 19th century as the extraction and processing of raw materials (such as in mining, steam power, and machinery) expanded much further than it had in pre-industrial areas. During the 20th century, energy consumption rapidly increased. As of 2012, about 78.3% of the world's energy consumption is sustained by the extraction of fossil fuels, which consists of oil, coal and natural gas.

A municipally owned corporation is a corporation owned by a municipality. They are typically "organisations with independent corporate status, managed by an executive board appointed primarily by local government officials, and with majority public ownership." Some municipally owned corporations rely on revenue from user fees, distinguishing them from agencies and special districts funded through taxation. Municipally owned corporations may also differ from local bureaucracies in funding, transaction costs, financial scrutiny, labour rights, permission to operate outside their jurisdiction, and, under some circumstances, in rights to make profits and risk of bankruptcy.

The causes and effects of municipally owned corporations are posited to be different from those of state-owned enterprises. Corporatization may be more utilised locally rather than nationally allowing more hybrid or flexible forms of public service delivery such as public-private partnerships and inter-municipal cooperation. It also allows charging user fees. Effects can be different because of lower regulator expertise, lower contracting capacity for municipalities, and the higher presence of scale economies. Current research shows that municipally owned corporations are frequently more efficient than bureaucracy but have higher failure rates because of their legal and managerial autonomy. An additional problem is the fact that municipally owned corporations often have more than one municipal owner, and conflict between municipal owners can lead to reduced output for the municipally owned corporation due to various negative spillovers.

Organizational theory refers to a series of interrelated concepts that involve the sociological study of the structures and operations of formal social organizations. Organizational theory also seeks to explain how interrelated units of organization either connect or do not connect with each other. Organizational theory also concerns understanding how groups of individuals behave, which may differ from the behavior of an individual. The behavior organizational theory often focuses on is goal-directed. Organizational theory covers both intra-organizational and inter-organizational fields of study.

In the early 20th century, theories of organizations initially took a rational perspective but have since become more diverse. In a rational organization system, there are two significant parts: Specificity of Goals and Formalization. The division of labor is the specialization of individual labor roles, associated with increasing output and trade. Modernization theorist Frank Dobbin wrote that "modern institutions are transparently purposive and that we are in the midst of an extraordinary progression towards more efficiency." Max Weber's conception of bureaucracy is characterized by the presence of impersonal positions that are earned and not inherited, rule-governed decision-making, professionalism, chain of command, defined responsibility, and bounded authority. Contingency theory holds that an organization must try to maximize performance by minimizing the effects of various environmental and internal constraints, and that the ability to navigate this requisite variety may depend upon the development of a range of response mechanisms.

Conglomerates are often large and multinational corporations that have a global presence and a diversified portfolio of products and services. Conglomerates can be formed by merger and acquisitions, spin-offs, or joint ventures.

Conglomerates are common in many countries and sectors, such as media, banking, energy, mining, manufacturing, retail, defense, and transportation. This type of organization aims to achieve economies of scale, market power, risk diversification, and financial synergy. However, they also face challenges such as complexity, bureaucracy, agency problems, and regulation.

The Kwangmu Reform (Korean광무개혁; Hanja光武改革) was a collection of reforms that were aimed at modernizing and Westernizing the Korean Empire as it felt held back from what other countries had achieved in their own process of Industrial Revolutions. It takes its name from Gojong, also known as the Gwangmu Emperor. The reforms that took place during the Gwangmu Era from 1897 to 1907 showed, in the long term, Korean potential for starting and achieving modernisation. This sort of development was unseen until the Chang Myon-era of the 1960s and 1970s. The Kwangmu reform later staged the fundamental background for future Korean development in infrastructure, reforming the economy and creating the nucleus of the modern bureaucracy and military.

Bureaucracy in the context of Culture of Western Sahara

The people of Western Sahara speak the Ḥassānīya dialect of Arabic, also spoken in northern Mauritania, and Spanish. They are of mixed Arab, African (including Berber descent), many consider themselves to be Arab. Most claim that they descend from the tribe called Beni Hassan, an Arab tribe, who immigrated to the Western Saharan desert in the 14th century. The Sahrawis are Sunni Muslim and follow the Maliki law school. Their interpretation of Islam has traditionally being quite liberal and adapted to nomad life (i.e. generally functioning without mosques).

The clan- and tribe-based society underwent a massive social upheaval in 1975, when a large portion of the population fled fighting in the country and settled in the refugee camps of Tindouf, Algeria, breaking up families and clans. The Polisario Front, which runs the camps, has attempted to modernize their society, placing a public emphasis on education, the eradication of tribalism and the emancipation of women. The role of women in camps was enhanced by their shouldering of the main responsibility for the camps and government bureaucracy during the war years, as virtually the entire male population was enrolled in the Polisario army.
