The seat of the municipality is the town Librazhd. The total population is 23,312, in a total area of 793.99 km (306.56 sq mi). The population of the municipal unit as of the 2023 census is 6,787.

Librazhd is the nearest town to the Shebenik National Park.

Librazhd in the context of Shebenik

Shebenik (def. 'Shebeniku') is a mountain situated northeast of Librazhd municipality, in eastern Albania. Forming the focal point of Shebenik National Park, the mountain is surrounded by the upper Shkumbin valley to the west, the Rapuni valley to the northwest, and Jabllanica to the south. Its highest peak, Maja e Shebenikut, reaches a height of 2,265 m (7,431 ft).

Jablanica (Albanian: Jabllanicë pronounced [ˈjabɫa'nitsa,ˈjabɫa'nitsə]; Macedonian: Јабланица pronounced [ˈjabɫanitsa]) is a mountain range stretching between the state borders of Albania and North Macedonia. The larger section of the range is located within Albania, where it forms part of the Shebenik National Park, bounded by the municipalities of Librazhd to the southeast and Dibër to the northwest. On the North Macedonia side, it lies within the limits of Struga municipality.

Its highest peak, Black Rock (Albanian: Guri i Zi; Macedonian: Црн Камен), reaches a height of 2,257 m (7,405 ft), marking the delineation point for both countries.

Gramsh (Albanian definite form: Gramshi) is a town and a municipality in Elbasan County, central Albania. The municipality was formed at the 2015 local government reform by the merger of the former municipalities Gramsh, Kodovjat, Kukur, Kushovë, Lenie, Pishaj, Poroçan, Skënderbegas, Sult and Tunjë, that became municipal units. The seat of the municipality is the town Gramsh. The total population is 16,533 as of the 2011 census, in a total area of 739.75 km. The population of the former municipality as of the 2023 census is 6,786.

The town is connected with Elbasan, Korça, Pogradec, Skrapar, Librazhd and Berat. The town is crossed by the river Devoll.
