A legislative session is the period of time in which a legislature, in both parliamentary and presidential systems, is convened for purpose of lawmaking, usually being one of two or more smaller divisions of the entire time between two elections. A session may last for the full term of the legislature or the term may consist of a number of sessions. These may be of fixed duration, such as a year, or may be determined by the party in power. In some countries, a session of the legislature is brought to an end by an official act of prorogation, in others by a motion to adjourn sine die. In either event, the close of a session generally brings an end to all unpassed bills in the legislature, which would have to be introduced anew to continue debate in the following session.

Legislative session in the context of Presidium of the Supreme Soviet

The Presidium of the Supreme Soviet (Russian: Президиум Верховного Совета, romanizedPrezidium Verkhovnogo Soveta) was the standing organ of the highest body of state authority in the Union of Soviet Socialist Republics (USSR). The presidium was elected by joint session of both houses of the Supreme Soviet to act on its behalf while the Supreme Soviet was not in session. By the 1936 and 1977 Soviet Constitution, the Presidium of the Supreme Soviet served as the collective head of state of the USSR. In all its activities, the Presidium was accountable to the Supreme Soviet of the USSR.

Beside the all-Union body they were also in all union republics (e.g.: Presidium of the Supreme Soviet of the Russian SFSR, Presidium of the Ukrainian SSR, etc.) and other regions including autonomous republics. Structure and functions of the presidiums in these republics were virtually identical.

Legislative session in the context of Parliament of Pakistan

The Parliament of Pakistan is the supreme legislative body of the Islamic Republic of Pakistan. It is a bicameral federal legislature, composed of the Senate and the National Assembly, with the President of Pakistan as the head of the legislature. The president, upon the advice of the Prime Minister, has full powers to summon and prorogue either house or a joint session of Parliament or to dissolve the National Assembly.

The parliament's both houses convene at the Parliament House within the governmental Red Zone of Islamabad, the federal capital. Both houses of the parliament have their own separate chambers; and in case of a joint session, the National Assembly chamber is used.

Legislative session in the context of Dissolution of parliament

The dissolution of a legislative assembly (or parliament) is the simultaneous termination of service of all of its members, in anticipation that a successive legislative assembly will reconvene later with possibly different members. In a democracy, the new assembly is chosen by a general election. Dissolution is distinct on the one hand from abolition of the assembly, and on the other hand from its adjournment or prorogation, or the ending of a legislative session, any of which begins a period of inactivity after which it is anticipated that the same members will reassemble. For example, the "second session of the fifth parliament" could be followed by the "third session of the fifth parliament" after a prorogation, but would be followed by the "first session of the sixth parliament" after a dissolution.

In most Continental European countries, dissolution does not have immediate effect – that is, a dissolution merely triggers an election, but the old assembly itself continues its existing term and its members remain in office until the new assembly convenes for the first time. In those systems, ordinarily scheduled elections are held before the assembly reaches the end of a fixed or maximum term, and do not require a dissolution.

Legislative session in the context of House of Lords Reform Act 2014

The House of Lords Reform Act 2014 is an Act of Parliament of the United Kingdom. The Act was a private member's bill. It received royal assent on 14 May 2014. The Act allows members of the House of Lords to retire or resign – actions previously constitutionally impossible for life peers. It also makes provision to exclude members who commit serious criminal offences resulting in a jail sentence of at least one year, and members who fail to attend the House for a whole session, provided that the session is longer than 6 months. The Act does not have retrospective effect.

As of November 2025, 203 peers have resigned or retired, and a further 16 peers were removed under the Act's provisions regarding non-attendance. The first peer to resign was Julian Grenfell, 3rd Baron Grenfell, on 1 October 2014.

A speech from the throne, or throne speech, is an event in certain monarchies in which the reigning sovereign, or their representative, reads a prepared speech to members of the nation's legislature when a session is opened. The address sets forth the government's priorities for its legislative agenda, for which the cooperation of the legislature is sought. The speech is often accompanied by formal ceremony. It is often held annually, although in some places it may occur more or less frequently, whenever a new session of the legislature is opened.

Historically, when monarchs exercised personal influence and overall decision-making in government, a speech from the throne would outline the policies and objectives of the monarch; the speech was usually prepared by the monarch's advisers, but the monarch supervised the drafting of the speech at least to some extent and exercised final discretion as to its content. In modern constitutional monarchies, whether by law or by convention, the head of state or their representative reads the speech from the throne, but it is prepared by the ministers in cabinet. The event continues to be practiced in the Commonwealth realms, where it is also known as the King's Speech (or Queen's Speech if the reigning monarch is female) in the United Kingdom. In the Netherlands, it is held on Prince's Day.

The State Opening of Parliament is a ceremonial event which formally marks the beginning of each session of the Parliament of the United Kingdom. At its core is His or Her Majesty's "gracious speech from the throne" (also known as the King's or Queen's Speech), which is read by the monarch but written by HM Government. In the speech the monarch gives notice of forthcoming state visits, before setting out the government's legislative programme for the new parliamentary session. No business of either House of Parliament (the House of Lords or the House of Commons) can proceed until the Sovereign’s speech has been delivered.

The State Opening takes place in the House of Lords chamber within the Palace of Westminster on the first day of the new parliamentary session. This traditionally tends to fall in November, but can occur at any time of year (depending on the timing of General Elections and parliamentary session start dates). It takes place in front of a formal gathering of both Houses of Parliament; the monarch customarily wears the Imperial State Crown and a Robe of State, and members of the House of Lords wear their parliament robes (in contrast to the House of Commons, whose members wear day dress).

Legislative session in the context of Lords Commissioners

The Lords Commissioners are privy counsellors appointed by the monarch of the United Kingdom to exercise, on his or her behalf, certain functions relating to Parliament which would otherwise require the monarch's attendance at the Palace of Westminster. These include the opening and prorogation of Parliament, the confirmation of a newly elected Speaker of the House of Commons and the granting of royal assent. The Lords Commissioners are collectively known as the Royal Commission. The Royal Commission includes at least three—and usually five—Lords Commissioners. In current practice, the Lords Commissioners usually include the Lord Chancellor, the Archbishop of Canterbury (who is named but usually does not participate), the leaders of the three major parties in the House of Lords, the convenor of the House of Lords Crossbenchers and (since 2007) the Lord Speaker. Occasionally there are substitutions (such as deputy party leaders) if the normal commissioners are unavailable.

The Lord Chancellor serves as the most senior Lord Commissioner after the Archbishop of Canterbury, who in modern times never participates in the Commission. Traditionally the Lord Chancellor took part in the ceremony and presided over the Royal Commission. However, since the 2007 appointment of Jack Straw, a member of the House of Commons, as Lord Chancellor the person in that office does not participate in Royal Commissions, much like the Archbishop of Canterbury. In this case, the Leader of the House of Lords performs the duties of the Lord Chancellor, with the Lord Speaker of the House of Lords serving as a Lord Commissioner. Exceptions to this procedure were seen in 2009 and 2019, when royal approbation was declared to the elections of John Bercow and Lindsay Hoyle as Commons speaker. On these occasions the lord chancellor, respectively Jack Straw and Robert Buckland, performed this function personally and the Lord Speaker did not serve as a Lord Commissioner.
