Laïcité ([la.i.si.te]; 'secularism') is the constitutional principle of secularism in France. Article 1 of the French Constitution is commonly interpreted as the separation of civil society and religious society. It discourages religious involvement in government affairs, especially in the determination of state policies as well as the recognition of a state religion. It also forbids government involvement in religious affairs, and especially prohibits government influence in the determination of religion, such that it includes a right to the free exercise of religion.

French secularism has a long history: Enlightenment thinkers emphasized reason and self direction. Revolutionaries in 1789 violently overthrew the Ancien Régime, which included the Catholic Church. Secularism was an important ideology during the Second Empire and Third Republic. For the last century, the French government policy has been based on the 1905 French law on the Separation of the Churches and the State, which is however not applicable in Alsace and Moselle. While the term laïcité has been used from the end of the 19th century to denote the freedom of public institutions from the influence of the Catholic Church, the concept today covers other religious movements as well.

Religion in Turkey consists of various religious beliefs. While Turkey is officially a secular state, numerous surveys all show that Islam is the country's most common religion. According to the state, 99.8% of the population is initially registered as Muslim. The remaining 0.2% are Christians and adherents of other officially recognised religions such as Judaism. However, because the government registers everyone as Muslim at birth by default, the official statistics can be misleading. There are many people who follow other religions or do not adhere to any religion, yet they are officially classified as 'Muslim' in official records unless they make a contrary claim. These records can be changed or even blanked out on the request of the citizen using a valid electronic signature to sign the electronic application. According to a 2025 report from Pew Research Center, 95% of Turkey self-identified as Muslim. A significant percentage of those are non-observing Cultural Muslims.

Turkey has officially been a secular country since its 1924 constitution was amended in 1928. This was later strengthened and entrenched with the wider appliance of laicism by founder Atatürk during the mid-1930s, as part of the Republican reforms. Strict regulations on religion, including a ban on Islamic attire, were imposed. The rights of Armenian Apostolic, Greek Orthodox, and Jewish citizens were recognized under the Treaty of Lausanne.

In Turkey, secularism or laicism (see laïcité) was first introduced with the 1928 amendment of the Constitution of 1924, which removed the provision declaring that the "Religion of the State is Islam", and with the later reforms of Turkey's first president Mustafa Kemal Atatürk, which set the administrative and political requirements to create a modern, democratic, secular state, aligned with Kemalism.

Nine years after its introduction, laïcité was explicitly stated in the second article of the then Turkish constitution on 5 February 1937. The current Constitution of 1982 neither recognizes an official religion nor promotes any.

In France, politics functions within the framework of a semi-presidential system determined by the French Constitution of the French Fifth Republic. The nation declares itself to be an "indivisible, secular, democratic, and social Republic". The constitution provides for a separation of powers and proclaims France's "attachment to the Rights of Man and the principles of National Sovereignty as defined by the Declaration of 1789".

The political system of France consists of an executive branch, a legislative branch, and a judicial branch. Executive power is exercised by the president of the republic and the Government. The Government consists of the prime minister and ministers. The prime minister is appointed by the president, and is responsible to Parliament. The government, including the prime minister, can be revoked by the National Assembly, the lower house of Parliament, through a motion of no-confidence; this ensures that the prime minister is practically always supported by a majority in the lower house (which, on most topics, has prominence over the upper house).

Laïcité in the context of Dechristianization of France during the French Revolution

The aim of several policies conducted by various governments of France during the French Revolution ranged from the appropriation by the government of the great landed estates and the large amounts of money held by the Catholic Church to the termination of Christian religious practice and of the religion itself. There has been much scholarly debate over whether the movement was popularly motivated or motivated by a small group of revolutionary radicals. These policies, which ended with the Concordat of 1801, formed the basis of the later and less radical laïcité policies.

The French Revolution initially began with attacks on Church corruption and the wealth of the higher clergy, an action with which even many Christians could identify, since the Gallican Church held a dominant role in pre-revolutionary France. During a one-year period known as the Reign of Terror, the episodes of anti-clericalism became some of the most violent of any in modern European history. The revolutionary authorities suppressed the Church, abolished the Catholic monarchy, nationalized Church property, exiled 30,000 priests, and killed hundreds more. In October 1793, the Christian calendar was replaced with one reckoned from the date of the Revolution, and Festivals of Liberty, Reason, and the Supreme Being were scheduled. New forms of moral religion emerged, including the deistic Cult of the Supreme Being and the atheistic Cult of Reason, with the revolutionary government briefly mandating observance of the former in April 1794.

Laïcité in the context of Ferdinand Buisson

Ferdinand Édouard Buisson (French pronunciation: [fɛʁdinɑ̃ edwaʁ bɥisɔ̃]; 20 December 1841 – 16 February 1932) was a French educational public servant, pacifist, and Radical-Socialist (left liberal) politician. He presided over the League of Education from 1902 to 1906 and over the Human Rights League (LDH) from 1914 to 1926. In 1927, the Nobel Peace Prize was awarded to him jointly with Ludwig Quidde. A philosopher and educator, he was Director of Primary Education. He was the author of a thesis on Sebastian Castellio, in whom he saw a "liberal Protestant" in his image. Ferdinand Buisson was the president of the National Association of Freethinkers. In 1905, he chaired the parliamentary committee to implement the separation of church and state. Famous for his fight for secular education through the League of Education, he coined the term laïcité ("secularism").

Laïcité in the context of 1905 French law on the Separation of the Churches and the State

The 1905 French law on the Separation of the Churches and State (French: Loi du 9 décembre 1905 concernant la séparation des Églises et de l'État) was passed by the Chamber of Deputies on 3 July 1905. Enacted during the Third Republic, it established state secularism in France. France was then governed by the Bloc des gauches (Left Coalition) led by Émile Combes. The law was based on three principles: the neutrality of the state, the freedom of religious exercise, and public powers related to the church. This law is seen as the backbone of the French principle of laïcité (secularism). It is however not applicable in Alsace and Moselle, which were part of Germany when it was enacted.

Laïcité in the context of Religion in France

Religion in France is diverse, with the largest religious group being Christianity. A very significant part of the population is not religious, and significant minorities profess Islam and other religions. Freedom of religion and freedom of thought are warranted by the legacy of the 1789 Declaration of the Rights of Man and of the Citizen, and by the principle of laïcité (or "freedom of conscience") enforced by the 1880s Jules Ferry laws and the 1905 law on the Separation of the Churches and the State. Catholicism was the major religion in the realm of the French monarchy for more than a millennium, and it also held the role of state religion; the monarchy had such close ties to the Roman papacy that France was called the "eldest daughter of the Church" (French: fille aînée de l'Église).
