⭐ Core Definition: Iqta'

An iqta (Arabic: إقطاع, romanizediqṭāʿ) and occasionally iqtaʿa (Arabic: إقطاعة) was an Islamic practice of farming out tax revenues yielded by land granted temporarily to army officials in place of a regular wage; it became common in the Muslim empire of the Caliphate. Iqta has been defined in Nizam-al-Mulk's Siyasatnama. Administrators of an Iqta were known as muqti or wali. They collected land revenue and looked after general administration. Muqtis (مقطع, "holder of an iqtaʿ") had no right to interfere with the personal life of a paying person if the person stayed on the muqtiʿ's land. They were expected to send the collected revenue (after deducting collection and administration charges) to the central treasury. Such an amount to be sent was called Fawazil. Theoretically, iqtas were not hereditary by law and had to be confirmed by a higher authority like a sultan or king. However, it was made hereditary in Islamic India by Firoz Tughlaq.

Individual iqtaʿ holders in Middle Eastern societies had little incentive to provide public goods to the localities assigned to them. The overarching theme was state power where the iqtaʿ was revocable and uninheritable. Though not an investment in a particular holding of land, the iqtaʿ, as a fiscal device, gave soldiers a vested interest in the regime.

Iqta' in the context of Dehqan

The dehqân (/dɛəˈkɑːn, ˌd-/; Persian: دهقان [deɦˈɢɒːn], dihqân in Classical Persian) or dehgân (/dɛəˈɡɑːn, ˌd-/; Persian: دهگان [deɦˈgɒːn]) were a class of land-owning magnates during the Sasanian and early Islamic period, found throughout Iranian lands. The dehqans started to gradually fade away under the Seljuks and Qarakhanids, due to the increase of the iqta' (land grants) and the decline of the landowning class. By the time of their dissolution, they had played a key role in preserving the Iranian national identity. Their Islamization and cultural Iranianization of the Turks led to the establishment of the Iranian essence within the Islamic world, something which would continue throughout the Middle Ages and far into modern times.

Iqta' in the context of Jagir

A jagir (Persian: جاگیر, romanizedJāgir, Hindustani: जागीर/جاگیر, Jāgīr, Marathi: जहागीर, Jahāgīrá) also spelled as jageer, was a type of feudal land grant in the Indian subcontinent at the foundation of its Jagirdar (Zamindar) system. It developed during the Islamic era of the Indian subcontinent, starting in the early 13th century, wherein the powers to govern and collect tax from an estate was granted to an appointee of the state. The tenants were considered to be in the servitude of the jagirdar. There were two forms of jagir, one conditional, the other unconditional. The conditional jagir required the governing family to maintain troops and provide their service to the state when asked. The land grant, called iqta'a, was usually for a holder's lifetime; the land reverted to the state upon the death of the jagirdar.

The jagirdar system was introduced by the Delhi Sultanate, and continued during the Mughal Empire, but with a difference. In the Mughal times, the jagirdar collected taxes which paid his salary and the rest to the Mughal treasury, while the administration and military authority was given to a separate Mughal appointee. After the collapse and takeover of Mughals, the system of jagirs was retained by Marathas, Charans, Rajputs, Rajpurohits, Jats, and Sikh jat kingdoms, and later in a form by the British East India Company.

Shams ud-Din Iltutmish (Persian: شمس الدین ایلتتمش, 1192 – 30 April 1236) was the third Sultan of Delhi from 1211 to 1236. He was from the Mamluk dynasty, who ruled the former Ghurid territories in northern India. He was the first Muslim sovereign to rule from Delhi, and is thus considered the effective founder of the Delhi Sultanate.

Sold into slavery as a young boy, Iltutmish spent his early life in Bukhara and Ghazni under multiple masters. In the late 1190s, the Ghurid slave-commander Qutb ud-Din Aibak purchased him in Delhi, thus making him the slave of a slave. Iltutmish rose to prominence in Aibak's service, and was granted the important iqta' of Badaun. His military actions against the Khokhar rebels in 1205–1206 gained attention of the Ghurid ruler Muhammad of Ghor, who manumitted him even before his master Aibak was manumitted.
