Interstate 395 (I-395) in Virginia and Washington, D.C., is a 13.79-mile-long (22.19 km) spur route of I-95 that begins at an interchange with I-95 in Springfield and ends at an interchange with US Route 50 (US 50) in Northwest Washington, D.C. It passes underneath the National Mall near the US Capitol and ends at a junction with US 50 at New York Avenue, roughly one mile (1.6 km) north of the 3rd Street Tunnel.

I-395 is known by three names over its various segments. The Virginia portion is part of the larger Shirley Highway that continues southward on I-95 beyond the terminus of I-395. In the District of Columbia, it is known as the Southwest Freeway from the 14th Street bridges to the Southeast Freeway interchange (I-695) and the Center Leg or Center Leg Freeway from the Southeast Freeway interchange to New York Avenue.

Interstate 95 (I-95) runs 179 miles (288 km) within the commonwealth of Virginia between its borders with North Carolina and Maryland. I-95 meets the northern terminus of I-85 in Petersburg and is concurrent with I-64 for three miles (4.8 km) in Richmond. Although I-95 was originally planned as a highway through Washington, D.C. (following the route of what is now I-395), it was rerouted along the eastern portion of the Capital Beltway concurrent with I-495. From Petersburg to Richmond, I-95 utilized most of the Richmond–Petersburg Turnpike, a former toll road (the south end of the toll road was on I-85). In addition to Richmond, the route also runs through the medium-sized cities of Emporia, Petersburg, Colonial Heights, Fredericksburg, and Alexandria.

It enters the Capital Beltway at the Springfield Interchange, also known as the Mixing Bowl. I-95 continues over the Potomac River on the Woodrow Wilson Bridge into Washington, D.C. (for 0.11 miles [0.18 km] on the bridge) and then into Maryland on the Capital Beltway.

Interstate 395 (Virginia–District of Columbia) in the context of U.S. Route 1 in Virginia

U.S. Route 1 (US 1) is a major north–south U.S. Route that serves the East Coast of the United States. In the U.S. state of Virginia, US 1 runs north–south through South Hill, Petersburg, Richmond, Fredericksburg, and Alexandria on its way from North Carolina to the 14th Street bridges into the District of Columbia. It is completely paralleled by Interstate Highways in Virginia—Interstate 85 (I-85) south of Petersburg, I-95 north to Alexandria, and I-395 into the District of Columbia—and now serves mainly local traffic. At its north end, on the approach to the 14th Street bridges, US 1 is concurrent with I-395; the rest of US 1 is on surface roads.

What became US 1 was part of prior Virginia state routes, primarily State Route 31 (SR 31). Even earlier than that, it was part of an auto trail known as the Jefferson Davis Highway; portions of the route still bear that name. While minor adjustments have been made, it still largely follows the same route it has since first being designated in 1926.

Interstate 395 (Virginia–District of Columbia) in the context of Interstate 695 (District of Columbia)

Interstate 695 (I-695), also known as the Southeast Freeway, is a two-mile-long (3.2 km) auxiliary Interstate Highway in Washington, D.C. It travels from an interchange with I-395 south of the US Capitol building east then south across the 11th Street Bridges to an interchange with I-295 and District of Columbia Route 295 (DC 295) in Anacostia.

Access also exists from eastbound I-695 to Pennsylvania Avenue at Barney Circle, just northwest of the John Philip Sousa Bridge. Stub ramps at Pennsylvania Avenue, once meant to continue the freeway (as part of I-295) to I-95 and US Route 50 (US 50) northeast of Washington Union Station, now provide access to Robert F. Kennedy Memorial Stadium.
