An informal economy (informal sector or grey economy) is the part of any economy that is neither taxed nor monitored by any form of government. Although the informal sector makes up a significant portion of the economies in developing countries, it is sometimes stigmatized as troublesome and unmanageable. However, the informal sector provides critical economic opportunities for the poor and has been expanding rapidly since the 1960s. Integrating the informal economy into the formal sector is an important policy challenge.

In many cases, unlike the formal economy, activities of the informal economy are not included in a country's gross national product (GNP) or gross domestic product (GDP). However, Italy has included estimates of informal activity in their GDP calculations since 1987, which swells their GDP by an estimated 18% and in 2014, a number of European countries formally changed their GDP calculations to include prostitution and narcotics sales in their official GDP statistics, in line with international accounting standards, prompting an increase between 3-7%. The informal sector can be described as a grey market in labour. Other concepts that can be characterized as informal sector can include the black market (shadow economy, underground economy), agorism, and System D. Associated idioms include "under the table", "off the books", and "working for cash".

Below is a list of the largest consumer markets of the world, according to data from the World Bank. The countries are sorted by their household final consumption expenditure (HFCE) which represents consumer spending. Values are in nominal terms in United States dollar and adjusted for purchasing power parity (PPP) in constant 2021 international dollar in nominal terms. A large (and especially larger than the whole economy (100% GDP)) percentage typically indicates the existence of an informal economy, at least in terms of income.

Informal economy in the context of State collapse

State collapse is the catastrophic breakdown of a sovereign state's institutional apparatus, resulting in the inability to sustain a monopoly on the legitimate use of force.

During periods of state collapse, a provisional government may be formed, particularly where whatever circumstances have caused the first stages of state collapse have resulted in a coup d'état. Regimes attempting to avert state collapse may become increasingly violent and paranoid, resulting in civil society actors and local leaders losing trust in the ability of the central government to exercise effective control and choosing to defend their interests militarily. Neighboring states or great powers may interfere politically, sometime supporting rebel groups. As a result of the collapse of the central government's ability to effectuate economic regulation and taxation, the informal economy becomes dominant, resulting in declining government resources and a vicious cycle of reduction in state capacity.

Informal economy in the context of Tax evasion

Tax evasion or tax fraud is an illegal attempt to defeat the imposition of taxes by individuals, corporations, trusts, and others. Tax evasion often entails the deliberate misrepresentation of the taxpayer's affairs to the tax authorities to reduce the taxpayer's tax liability, and it includes dishonest tax reporting, declaring less income, profits or gains than the amounts actually earned, overstating deductions, bribing authorities and hiding money in secret locations.

Tax evasion is an activity commonly associated with the informal economy. One measure of the extent of tax evasion (the "tax gap") is the amount of unreported income, which is the difference between the amount of income that the tax authority requests be reported and the actual amount reported.

Informal economy in the context of Miguel de la Madrid

Miguel de la Madrid Hurtado (Spanish pronunciation: [miˈɣel de la maˈðɾið uɾˈtaðo]; 12 December 1934 – 1 April 2012) was a Mexican politician and lawyer affiliated with the Institutional Revolutionary Party (PRI) who served as the 59th president of Mexico from 1982 to 1988.

Inheriting a severe economic and financial crisis from his predecessor José López Portillo as a result of the international drop in oil prices and a crippling external debt on which Mexico had defaulted months before he took office, De la Madrid introduced sweeping neoliberal policies to overcome the crisis, beginning an era of market-oriented presidents in Mexico, along with austerity measures involving deep cuts in public spending. In spite of these reforms, De la Madrid's administration continued to be plagued by negative economic growth and inflation for the rest of his term, while the social effects of the austerity measures were particularly harsh on the lower and middle classes, with real wages falling to half of what they were in 1978 and with a sharp rise in unemployment and in the informal economy by the end of his term.

Informal economy in the context of Economic restructuring

Economic restructuring is used to indicate changes in the constituent parts of an economy in a very general sense. In the western world, it is usually used to refer to the phenomenon of urban areas shifting from a manufacturing to a service sector economic base. It has profound implications for productive capacities and competitiveness of cities and regions. This transformation has affected demographics including income distribution, employment, and social hierarchy; institutional arrangements including the growth of the corporate complex, specialized producer services, capital mobility, informal economy, nonstandard work, and public outlays; as well as geographic spacing including the rise of world cities, spatial mismatch, and metropolitan growth differentials.
