The Indian Administrative Service (IAS) is the premier administrative arm of the All India Services of Government of India. The IAS is one of the three All India Services along with the Indian Police Service (IPS) and the Indian Forest Service (IFS). Members of these three services serve the Government of India as well as the individual states. IAS officers are also deployed to various government constitutional bodies, staff and line agencies, auxiliary bodies, public sector undertakings, regulatory bodies, statutory bodies and autonomous bodies.

As with other countries following the parliamentary system of government, the IAS is a part of the permanent bureaucracy of the nation, and is an inseparable part of the executive of the Government of India. As such, the bureaucracy remains politically neutral and provides administrative continuity to the ruling party or coalition.

A district of the Punjab state of India is an administrative geographical unit, headed by a District Magistrate or Deputy Commissioner, an officer belonging to the Indian Administrative Service. The District Magistrate or the Deputy Commissioner is assisted by a number of officers belonging to Punjab Civil Service and other state services. There are 23 Districts in Punjab, after Malerkotla district bifurcated from Sangrur district as the 23rd district on 14 May 2021.

India is a union of states and union territories as per article 1 of the Indian Constitution. Some states and union territories are further divided into divisions, which are made up of groups of districts. A division is led by an officer of the Indian Administrative Service, known as a divisional commissioner. There are 111 divisions in India.

The states of Andhra Pradesh, Goa, Manipur, Mizoram, Sikkim, Tamil Nadu, Telangana, and Tripura, Kerala as well as five of the union territories are not divided into divisions. Instead, these states and territories go directly from the state to the district level for administrative purposes.

Indian Administrative Service in the context of List of districts of Uttarakhand

A district of Uttarakhand state is an administrative geographical unit, headed by a District Magistrate (earlier called District Collector), an officer belonging to the Indian Administrative Service. The district magistrates are assisted by a number of officers such as deputy collector, assistant collector, additional district magistrate, sub-divisional magistrate, tehsildar, naib tehsildar belonging to the Uttarakhand Civil Service and other Uttarakhand state services.

The All-India officials in each district are a Deputy Commissioner or district Magistrate (from the Indian Administrative Service), a Superintendent of Police (from the Indian Police Service) and a Deputy Conservator of Forests (from the Indian Forest Service), each of which is assisted by officers of various Rajasthan state services. The state-appointed officials are responsible for matters such as health, education, and other primary facilities.

Indian Administrative Service in the context of Greater Visakhapatnam Municipal Corporation

Greater Visakhapatnam Municipal Corporation (GVMC) is the civic body that governs the city of Visakhapatnam, largest city of the Indian state of Andhra Pradesh. Its jurisdiction encompasses an area of 640 km (250 sq mi). It is also part of the planning body of the Visakhapatnam Metropolitan Region Development Authority. Established in the year 1979, the executive power of the GVMC is vested in the Municipal Commissioner, an Indian Administrative Service officer appointed by the Government of Andhra Pradesh. In January 2021, the number of wards were increased to 98 from 81 earlier. On 28 April 2025, Peela Srinivasa Rao from 96th ward of GVMC elected as new mayor of Visakhapatnam after no-confidence motion on previous mayor has successfully passed in the council.

The cabinet secretary is the senior most cadre post of the Indian Administrative Service, ranking eleventh on the Indian order of precedence. The cabinet secretary is under the direct charge of the prime minister. Since 2010, the cabinet secretary's term length was extended to a maximum of four years.
