These cultural groups can be divided based on seemingly trivial observable traits, but with time, populations grow to associate certain traits with certain behavior, increasing covariation. This then incentivizes in-group bias.

Patronage is the support, encouragement, privilege, or financial aid that an organization or individual bestows on another. The term is also used to refer to a type of corruption or favoritism in which a party in power rewards groups, families, or ethnicities for their electoral support illegally using gifts, appointments to positions, or government contracts.
