Immigration Act of 1924 in the context of Eldridge Street Synagogue

The Eldridge Street Synagogue is an Orthodox Jewish synagogue at 12–16 Eldridge Street in the Chinatown and Lower East Side neighborhoods of Manhattan in New York City. Built in 1887 for Congregation Kahal Adath Jeshurun, the synagogue is one of the first erected in the U.S. by Eastern European Jews. The congregation, officially known as Kahal Adath Jeshurun with Anshe Lubz, still owns the synagogue and hosts weekly services there in the 21st century. The Museum at Eldridge Street, founded in 1986 as the Eldridge Street Project, also occupies the synagogue under a long-term lease. The building is a National Historic Landmark and a New York City designated landmark.

The congregation was established in 1852 as Beth Hamedrash and had congregants from across Eastern Europe. It relocated several times and was renamed Kahal Adath Jeshurun after merging with Holkhe Yosher Vizaner in 1886. Kahal Adath Jeshurun acquired a site for a new synagogue on Eldridge Street in 1886, and the building was dedicated on September 4, 1887. The congregation's membership peaked between 1890 and 1915, with up to 800 members, and the congregation merged with Anshe Lubz in 1909. Membership dwindled significantly after the 1920s, as congregants relocated and the Immigration Act of 1924 restricted new immigration. The main sanctuary was closed completely in 1954, and the remaining congregants met in the basement. Preservationists began trying to save the building in the 1970s and stabilized it in the early 1980s. The Eldridge Street Project raised money for a reconstruction of the synagogue, which was completed in 2007.

The ideology of nativism—favoring native inhabitants, as opposed to immigrants—has been very common and contentious within American politics for centuries. In this context "native" does not mean Indigenous Americans or American Indians, but refers to European settlers and their descendants. Nativist movements have existed since before American independence, and have targeted a wide variety of nationalities. Historically, nativism was present even in colonial America. During that era, anti-German feelings, particularly towards the Pennsylvania Dutch, ran deep. Later on, when the U.S. became its own nation, the Federalist Party expressed opposition to the French Revolution, and also passed the 1798 anti-immigrant Alien and Sedition Acts. When immigration rates to the nation exploded in the 1840s and 1850s, nativism returned with a renewed fervor, with the word nativism itself coined by 1844, and the formation of the Know Nothing Party.

In the late 19th century, going into the early 20th, nativism began to reappear. Contemporary laws and treaties included the 1882 Chinese Exclusion Act, the 1907 Gentlemen's Agreement (preventing Japanese immigration), the 1921 Emergency Quota Act, and the 1924 Immigration Act. Nativists and labor unions also argued for literacy tests, arguing that it would stop illiterate immigrants from Southern or Eastern Europe. In the 1970s, the immigration reductionism movement, which exists to this day, was formed. In the 2010s, the Tea Party Movement, which split off from the Republican Party, brought a new form of nativism. Donald Trump introduced several nativist policies, such as the 2017 Trump travel ban. Racially, American nativists have focused on a wide variety of ethnicities. Historically, targets have included Chinese-Americans, Japanese-Americans, German Americans, Irish Americans, and Hispanic Americans.

International relations between Japan and the United States began in the late 18th and early 19th century with the 1852–1855 diplomatic but force-backed missions of U.S. ship captains James Glynn and Matthew C. Perry to the Tokugawa shogunate. Following the Meiji Restoration, the countries maintained relatively cordial relations. Potential disputes were resolved. Japan acknowledged American control of Hawaii and the Philippines, and the United States reciprocated regarding Korea. Disagreements about Japanese immigration to the U.S. were resolved in 1907. The two were allies against Germany in World War I.

From as early as 1879 and continuing through most of the first four decades of the 20th century, influential Japanese statesmen such as Prince Iesato Tokugawa (1863–1940) and Baron Eiichi Shibusawa (1840–1931) led a major Japanese domestic and international movement advocating goodwill and mutual respect with the United States. Their friendship with the U.S. included allying with seven U.S. presidents – Grant, Theodore Roosevelt, Taft, Wilson, Harding, Hoover, and Franklin D. Roosevelt. It was only after the passing of this older generation of diplomats and humanitarians, along with the evidence that many Americans believed all Asians to be alike with President Calvin Coolidge's signing of the Immigration Act of 1924 that Japanese militarists were able to gain control and pressure Japan into joining with the Axis powers in World War II.

Nordicism is a racialist ideology which views the "Nordic race" (an archaic race concept) as an endangered and superior racial group. Some notable and influential Nordicist works include Madison Grant's book The Passing of the Great Race (1916); Arthur de Gobineau's An Essay on the Inequality of the Human Races (1853); the various writings of Lothrop Stoddard; Houston Stewart Chamberlain's The Foundations of the Nineteenth Century (1899); and, to a lesser extent, William Z. Ripley’s The Races of Europe (1899). The ideology became popular in the late-19th and 20th centuries in Germanic-speaking Europe, Northwestern Europe, Central Europe, and Northern Europe, as well as in North America and Australia.

The belief that Nordic ancestry is superior to all others was originally embraced as "Anglo-Saxonism" in England and the United States, "Teutonicism" in Germany, and "Frankisism" in Northern France. The notion of the superiority of the "Nordic race" and the superiority of the Northwestern European nations that were associated with this supposed race influenced the United States' Immigration Act of 1924 (which effectively banned or severely limited the immigration of Jews, Italians, and other Southern and Eastern Europeans) and the later Immigration and Nationality Act of 1952, and it was also present in other countries outside Northwestern Europe and the United States, such as Australia, Canada, and South Africa. By the 1930s, the Nazis claimed that the Nordic race was the most superior branch of the "Aryan race" and constituted a master race (Herrenrasse). The full application of this belief system—the invasion of Poland and further conquest in the pursuit of Lebensraum, 'living space'—was the immediate catalyst for World War II and led directly to the industrial mass murder of 6 million Jews in what is now known as the Holocaust.

Immigration Act of 1924 in the context of Emanuel Celler

Emanuel Celler (May 6, 1888 – January 15, 1981) was an American Democratic politician from New York who represented parts of the New York City boroughs of Brooklyn and Queens in the United States House of Representatives for nearly 50 years, from March 1923 to January 1973. He served as the dean of the United States House of Representatives from 1965 to 1973. Celler chaired the House Committee on the Judiciary for eleven terms between 1949 and 1973 and was a leading advocate for the liberalization of immigration and naturalization laws, from his early stand against the Immigration Act of 1924 to his sponsorship of the Immigration and Nationality Act of 1965. He ranks as the fifth longest-serving congressman in history and the longest-serving member of either house of Congress in New York's history.

Celler strongly supported help for Jewish refugees fleeing Europe during World War II. As Chairman of the House Judiciary Committee for all but two years between 1949 and 1973, he ushered the major civil rights legislation including the Civil Rights Act of 1964, Voting Rights Act of 1965, and the Immigration and Nationality Act of 1965. The Gentlemen's Agreement of 1907 (日米紳士協約, Nichibei Shinshi Kyōyaku) was an informal agreement between the United States of America and the Empire of Japan whereby Japan would not allow further emigration of laborers to the United States and the United States would not impose restrictions on Japanese immigrants already present in the country. The goal was to reduce tensions between the two Pacific nations such as those that followed the Pacific Coast race riots of 1907 and the segregation of Japanese students in public schools. The agreement was not a treaty and so was not voted on by the United States Congress. It was superseded by the Immigration Act of 1924.
