Hegemony (/hɛˈɛməni/ , UK also /hɪˈɡɛməni/, US also /ˈhɛəmni/) is the political, economic, and military predominance of one state over other states, either regional or global.

In Ancient Greece (ca. 8th BC – AD 6th c.), hegemony denoted the politico-military dominance of the hegemon city-state over other city-states. In the 19th century, hegemony denoted the "social or cultural predominance or ascendancy; predominance by one group within a society or milieu" and "a group or regime which exerts undue influence within a society".

Hegemony in the context of Classical Athens

Classical Athens, known contemporaneously simply as Athens (Ancient Greek: Ἀθῆναι, Athênai [atʰɛ̂ːnai̯]; Modern Greek: Αθήναι, Athine [aˈθine]), was the major urban centre of the notable polis (city-state) of the same name during the classical period (480–323 BC) of ancient Greece, located in Attica, Greece, leading the Delian League in the Peloponnesian War against Sparta and the Peloponnesian League. Athenian democracy was established in 508 BC under Cleisthenes following the tyranny of Isagoras. This system remained remarkably stable, and with a few brief interruptions, it remained in place for 180 years, until 322 BC (amid the aftermath of the Lamian War). The peak of Athenian hegemony was achieved during the Age of Pericles in the 440s and 430s BC.

In the classical period, Athens was a centre for the arts, learning, and philosophy, and it was the home of Plato's Academy and Aristotle's Lyceum. Athens was also the birthplace of Socrates, Plato, Pericles, Aristophanes, Sophocles, and many other prominent philosophers, writers, and politicians of the ancient world. It is widely referred to as the cradle of Western civilization and as the birthplace of democracy, largely due to the impact of its cultural and political achievements during the 5th and 4th centuries BC on the rest of the then-known European continent.

Hegemony in the context of League of Corinth

The League of Corinth, also referred to as the Hellenic League (Greek: κοινὸν τῶν Ἑλλήνων, koinòn tõn Hellḗnōn; or simply οἱ Ἕλληνες, the Héllēnes), was a federation of Greek states created by Philip II in 338–337 BC. The League was created in order to unify Greek military forces under Macedonian leadership (hegemony) in their combined conquest of the Persian Achaemenid Empire.

King Philip was initially urged by Isocrates in 346 BC to unify Greece against the Persians. After the Battle of Chaeronea, the League of Corinth was formed and controlled by Philip. Alexander utilized his father's league when planning his pan-Hellenic invasion of Asia to expand Macedon and take revenge on the Persian Empire. During the Hellenistic period, some Antigonid rulers of Macedon shortly revived the league, also known as the 'Hellenic Alliance'.

Hegemony in the context of Roman Republic

The Roman Republic (Latin: Res publica Romana [ˈreːs ˈpuːblɪka roːˈmaːna]) was the era of classical Roman civilisation beginning with the overthrow of the Roman Kingdom (traditionally dated to 509 BC) and ending in 27 BC with the establishment of the Roman Empire following the War of Actium. During this period, Rome's control expanded from the city's immediate surroundings to hegemony over the entire Mediterranean world.

Roman society at the time was primarily a cultural mix of Latin and Etruscan societies, as well as of Sabine, Oscan, and Greek cultural elements, which is especially visible in the ancient Roman religion and its pantheon. Its political organisation developed at around the same time as direct democracy in ancient Greece, with collective and annual magistracies, overseen by a senate. There were annual elections, but the republican system was an elective oligarchy, not a democracy, with a number of powerful families largely monopolising the senior magistracies. Roman institutions underwent considerable changes throughout the Republic to adapt to difficulties such as the creation of promagistracies to rule its conquered provinces and, after the Social War during the late Republic, the inclusion of peninsular Italians as citizens and senators.

Hegemony in the context of Delian League

The Delian League was a confederacy of Greek city-states, numbering between 150 and 330, founded in 478 BC under the leadership (hegemony) of Athens, whose purpose was to continue fighting the Persian Empire after the Greek victory in the Battle of Plataea at the end of the Second Persian invasion of Greece. The League functioned as a dual—offensive and defensive—alliance (symmachia) of autonomous states, similar to its rival association, the Peloponnesian League. The League's modern name derives from its official meeting place, the island of Delos, where congresses were held within the sanctuary of the Temple of Apollo; contemporary authors referred to the organization simply as "the Athenians and their Allies".

While Sparta excelled as Greece's greatest power on land, Athens turned to the seas, becoming the dominant naval power of the Greek world. Following Sparta's withdrawal from the conflict with Persia, Athens took the lead of the Hellenic alliance accompanied by several states around the Aegean and the Anatolian coast. The Delian League was formed as an anti-Persian defensive association of equal city-states seeking protection under Athens, as the latter wished to extend its support towards the Ionian Greek colonies of Anatolia. The alliance held an assembly of representatives in order to shape its policy, while members swore an oath of loyalty to the coalition. By the mid-fifth century BC, it had developed into a naval imperial power, conventionally called the Athenian Empire, where Athens established complete dominion and the allies became increasingly less autonomous. The League successfully accomplished its principal strategic goal by decisively expelling the remaining Persian forces from the Aegean. As a result, Persia would cease to pose a major threat to Greece for the following fifty years.

Hegemony in the context of Peloponnesian War

The Second Peloponnesian War (431–404 BC), often called the Peloponnesian War, was fought between Athens and Sparta and their respective allies for the hegemony of the ancient Greek world. The war remained undecided until the later intervention of the Persian Empire in support of Sparta. Led by Lysander, the Spartan fleet (built with Persian subsidies) finally defeated Athens, which began a period of Spartan hegemony over Greece.

Historians have traditionally divided the war into three phases. The first phase (431–421 BC) was named the Ten Years War, or the Archidamian War, after the Spartan king Archidamus II, who invaded Attica several times with the full Hoplite army of the Peloponnesian League, the alliance network dominated by Sparta (then known as Lacedaemon). The Long Walls of Athens rendered this strategy ineffective, while the superior navy of the Delian League (Athens' alliance) raided the Peloponnesian coast to trigger rebellions within Sparta. The precarious Peace of Nicias was signed in 421 BC and lasted until 413 BC. Several proxy battles took place during this period, notably the battle of Mantinea in 418 BC, won by Sparta against an ad-hoc alliance of Elis, Mantinea (both former Spartan allies), Argos, and Athens. The main event was the Sicilian Expedition, between 415 and 413 BC, during which Athens lost almost all its navy in the attempt to capture Syracuse, an ally of Sparta.

Hegemony in the context of Lamian War

The Lamian War or the Hellenic War (323–322 BC), was an unsuccessful attempt by Athens and a large coalition of Greek states to end the hegemony of Macedonia over Greece just after the death of Alexander the Great. It was the last time Athens played a significant role as an independent power.

War was simmering in Greece after Alexander the Great issued the Exiles' Decree (in 324 BC), which ordered the Greek states to return all the people they had forced into exile. This decree meant that Athens had to surrender the island of Samos, colonised by Athenian clerurchs since 365 BC, while the Aetolian League had to leave Oiniadai, taken c.330 BC. Once the death of Alexander became known in June 323 BC, most states in mainland Greece revolted and founded the Hellenic League, recalling the alliance forged during the Persian Wars; this time with Macedonia in the role of the foreign invader. The Greeks were initially successful under their Athenian commander in chief Leosthenes, who managed to besiege Antipater, the Macedonian general in Europe, in the city of Lamia, which gave its name to the war. At this point however, the arrival of a large Macedonian fleet commanded by Cleitus the White from the Levant turned the tide in favour of Macedonia. Even though Athens had more ships than Macedonia, it did not have enough crews to man them all and its overextended navy was defeated off the Echinades island and Amorgos.

Hegemony in the context of Age of Pericles

Fifth-century Athens was the Greek city-state of Athens in the time from 480 to 404 BC. Formerly known as the Golden Age of Athens, the latter part being the Age of Pericles, it was buoyed by political hegemony, economic growth and cultural flourishing. The period began in 478 BC, after the defeat of the Persian invasion, when an Athenian-led coalition of city-states, known as the Delian League, confronted the Persians to keep the liberated Asian Greek cities free.

After peace was made with Persia in the mid-5th century BC, what started as an alliance of independent city-states became an Athenian empire after Athens abandoned the pretense of parity among its allies and relocated the Delian League treasury from Delos to Athens, where it funded the building of the Athenian Acropolis, put half its population on the public payroll, and maintained its position as the dominant naval power in the Greek world.

Hegemony in the context of Global power

In international relations, power is defined in several different ways. Material definitions of state power emphasize economic and military power. Other definitions of power emphasize the ability to structure and constitute the nature of social relations between actors. Power is an attribute of particular actors in their interactions, as well as a social process that constitutes the social identities and capacities of actors.

International relations scholars use the term polarity to describe the distribution of power in the international system. Unipolarity refers to an international system characterized by one hegemon (e.g. the United States in the post–Cold War era), bipolarity to an order with two great powers or blocs of states (e.g. the Cold War), and multipolarity refers to the presence of three or more great powers. Those states that have significant amounts of power within the international system are referred to as small powers, middle powers, regional powers, great powers, superpowers, or hegemons, although there is no commonly accepted standard for what defines a powerful state.
