George W. Bush's tenure as the 43rd president of the United States began with his first inauguration on January 20, 2001, and ended on January 20, 2009. Bush, a Republican from Texas, took office after defeating the Democratic incumbent vice president Al Gore in the 2000 presidential election. Four years later, he won re-election in the 2004 presidential election, after defeating the Democratic nominee John Kerry. Alongside Bush's presidency, the Republican Party also held their majorities in the House of Representatives and the Senate during the 108th and 109th U.S. Congresses following the 2002 and 2004 elections, thereby attained an overall federal government trifecta. Bush was constitutionally limited to two terms and was succeeded by Democrat Barack Obama, who won the 2008 presidential election against Bush's preferred succcessor, John McCain. He is the eldest son of the 41st president, George H. W. Bush.

A decisive event reshaping Bush's administration were the terrorist attacks on September 11, 2001. In its aftermath, Congress created the Department of Homeland Security and Bush declared a global war on terrorism. He ordered an invasion of Afghanistan in an effort to overthrow the Taliban, destroy al-Qaeda, and capture Osama bin Laden. He also signed the controversial Patriot Act in order to authorize surveillance of suspected terrorists. In 2003, Bush ordered an invasion of Iraq, alleging that the Saddam Hussein regime possessed weapons of mass destruction. Intense criticism came when neither WMD stockpiles nor evidence of an operational relationship with al-Qaeda were found. Before 9/11, Bush had pushed through a $1.3 trillion tax cut program and the No Child Left Behind Act, a major education bill. He also pushed for socially conservative efforts, such as the Partial-Birth Abortion Ban Act and faith-based welfare initiatives. Also in 2003, he signed the Medicare Prescription Drug, Improvement, and Modernization Act, which created Medicare Part D.

Condoleezza "Condi" Rice (/ˌkɒndəˈlzə/ KON-də-LEE-zə; born November 14, 1954) is an American diplomat and political scientist who served as the 66th United States secretary of state from 2005 to 2009 and as the 19th U.S. national security advisor from 2001 to 2005. Since 2020, she has served as the 8th director of Stanford University's Hoover Institution. A member of the Republican Party, Rice was the first female African-American secretary of state and the first woman to serve as national security advisor. Until the election of Barack Obama as president in 2008, Rice and her predecessor, Colin Powell, were the highest-ranking African Americans in the history of the federal executive branch (by virtue of the secretary of state standing fourth in the presidential line of succession). At the time of her appointment as Secretary of State, Rice was the highest-ranking woman in the history of the United States to be in the presidential line of succession.

Rice was born in Birmingham, Alabama, and grew up while the South was racially segregated. She obtained her bachelor's degree from the University of Denver and her master's degree from the University of Notre Dame, both in political science. In 1981, she received a PhD from the School of International Studies at the University of Denver. She worked at the State Department under the Carter administration and served on the National Security Council as the Soviet and Eastern Europe affairs advisor to President George H. W. Bush during the dissolution of the Soviet Union and German reunification from 1989 to 1991. Rice later pursued an academic fellowship at Stanford University, where she later served as provost from 1993 to 1999. On December 17, 2000, she joined the George W. Bush administration as national security advisor. In Bush's second term, she succeeded Colin Powell as Secretary of State, thereby becoming the first African-American woman, second African-American after Powell, and second woman after Madeleine Albright to hold this office.

George W. Bush administration in the context of Latin America–United States relations

Bilateral relations between the various countries of Latin America and the United States of America have been multifaceted and complex, at times defined by strong regional cooperation and at others filled with economic and political tension and rivalry. Although relations between the U.S. government and most of Latin America were limited prior to the late 1800s, for most of the past century, the United States has unofficially regarded parts of Latin America as within its sphere of influence, and for much of the Cold War (1947–1991), vied with the Soviet Union.

The political context evolved again in the 2000s, with the election in several South American countries of socialist governments. This "pink tide" thus saw the successive elections of Hugo Chávez in Venezuela (1998), Lula in Brazil (2002), Néstor Kirchner in Argentina (2003), Tabaré Vázquez in Uruguay (2004), Evo Morales in Bolivia (2005), Michelle Bachelet in Chile (2006), Daniel Ortega in Nicaragua (2006), Rafael Correa in Ecuador (2006), Fernando Lugo in Paraguay (2008), José Mujica in Uruguay (2009), Ollanta Humala in Peru (2011), Luis Guillermo Solís in Costa Rica (2014), Salvador Sánchez Cerén in El Salvador (2014), and Andrés Manuel López Obrador in Mexico (2018). Although these leaders vary in their policies and attitude towards both Washington, D.C. and neoliberalism, while the states they govern also have different agendas and long-term historic tendencies, which can lead to rivalry and open contempt between themselves, they seem to have agreed on refusing the ALCA and on following a regional integration without the United States' overseeing the process. In particular, Chávez and Morales seem more disposed to ally together, while Kirchner and Lula, who has been criticized by the left-wing in Brazil, including by the Movimento dos Sem Terra (MST) landless peasants movement (who, however, did call to vote for him on his second term), are seen as more centered. The state of Bolivia also has seen some friction with Brazil, as well as Chile. Nouriel Roubini, professor of economics at New York University, said in a May 2006 interview: "On one side, you have a number of administrations that are committed to moderate economic reform. On the other, you've had something of a backlash against the Washington Consensus [a set of liberal economic policies that Washington-based institutions urged Latin American countries to follow, including privatization, trade liberalization and fiscal discipline] and some emergence of populist leaders." In the same way, although a leader such as Chávez verbally attacked the George W. Bush administration as much as the latter attacked him, and claimed to be following a democratic socialist Bolivarian Revolution, the geo-political context has changed a lot since the 1970s. George W. Bush administration in the context of Withdrawal of United States troops from Iraq (2007–2011)

The withdrawal of the United States troops from Iraq began in December 2007 with the end of the Iraq War troop surge of 2007 and was mostly completed by December 2011, bringing an end to the Iraq War. The number of U.S. military forces in Iraq peaked at 170,300 in November 2007.

The withdrawal of U.S. military forces from Iraq was a contentious issue in the United States for much of the 2000s. As the war progressed from its initial invasion phase in 2003 to a nearly decade-long occupation, American public opinion shifted towards favoring a troop withdrawal; in May 2007, 55% of Americans believed that the Iraq War was a mistake, and 51% of registered voters favored troop withdrawal. In late April 2007 Congress passed a supplementary spending bill for Iraq that set a deadline for troop withdrawal but President George W. Bush vetoed this bill, citing his concerns about setting a withdrawal deadline. The Bush administration later sought an agreement with the Iraqi government, and in 2008 Bush signed the U.S.–Iraq Status of Forces Agreement. It included a deadline of 31 December 2011, before which "all the United States Forces shall withdraw from all Iraqi territory". The last U.S. troops left Iraq on 18 December 2011, in accordance with this agreement.

Enemy combatant is a term for a person who, either lawfully or unlawfully, engages in hostilities for the other side in an armed conflict, used by the U.S. government and media during the war on terror. Usually enemy combatants are members of the armed forces of the state with which another state is at war. In the case of a civil war or an insurrection "state" may be replaced by the more general term "party to the conflict" (as described in the 1949 Geneva Conventions Article 3).

After the September 11 attacks, the term "enemy combatant" was used by the George W. Bush administration to include an alleged member of al-Qaeda or the Taliban being held in detention by the U.S. government. In this sense, "enemy combatant" actually refers to persons the United States regards as unlawful combatants, a category of persons who do not qualify for prisoner-of-war status under the Geneva Conventions. However, unlike unlawful combatants who qualify for some protections under the Fourth Geneva Convention, enemy combatants, under the Bush administration, were not covered by the Geneva Convention. Thus, the term "enemy combatant" has to be read in context to determine whether it means any combatant belonging to an enemy state or non-state actor, whether lawful or unlawful, or if it means an alleged member of al-Qaeda or of the Taliban being detained as an unlawful combatant by the United States.

The Anti-Ballistic Missile Treaty, also known as the ABM Treaty or ABMT, was a 1972 arms control treaty between the United States and the Soviet Union on the limitation of the anti-ballistic missile (ABM) systems used in defending areas against strategic ballistic missiles, which are used to deliver nuclear weapons. It was intended to reduce pressures to build more nuclear weapons to maintain deterrence. Signed in 1972, it was in force for the next 30 years. Citing purported risks of nuclear blackmail from a rogue state, the United States under the George W. Bush administration unilaterally withdrew from the treaty in June 2002, leading to its termination. In ICBM defense, the US has subsequently operated the Ground-Based Midcourse Defense ABM system based in Alaska and California, as well as the sea-based Aegis Ballistic Missile Defense System. Russia maintains the A-135 ABM system around Moscow, and has developed the S-500 missile system.

Under the terms of the original 1972 treaty, each party was limited to two ABM complexes, one for the nation's capital and one for an intercontinental ballistic missile silo field. Each ABM complex was limited to 100 anti-ballistic missiles and their launchers, two phased-array radars, and 18 smaller radars for early-warning. ABM missiles that were not static and ground-based were prohibited. In 1974, the limit was reduced to just a single ABM complex. The USSR chose to deploy the A-35 system around its capital Moscow, the US elected to deploy the Safeguard Complex around its ICBM fields of the Twentieth Air Force, although this was only operational for a year from 1974 to 1975. A 1997 treaty addendum permitted "theater missile defense": anti-ballistic missiles used against theatre ballistic missiles, as long as they were not tested against targets with velocities over 5 km/s, typical of ICBM terminal phase. Also in 1997, five years after the dissolution of the Soviet Union, its former member states Belarus, Kazakhstan, Russia, and Ukraine were established as successors to the USSR within the treaty, with one ABM system permitted between them.

George W. Bush administration in the context of White House Iraq Group

The White House Iraq Group (aka, White House Information Group or WHIG) was a working group of the White House set up in August 2002 and tasked with disseminating information supporting the positions of the George W. Bush administration relating to a possible invasion of Iraq, which would subsequently take place in March 2003.

The task force was set up by White House Chief of Staff Andrew Card and chaired by Karl Rove to coordinate all of the executive branch elements in the run-up to the war in Iraq. However, it is widely speculated that the intention of the task force was "escalation of rhetoric about the danger that Iraq posed to the U.S., including the introduction of the term 'mushroom cloud'" .
