The barrios of Puerto Rico are the third-level administrative divisions defined with geographic boundaries serving as the primary legal subdivisions of the 78 municipalities in the archipelago and island of Puerto Rico, an unincorporated territory of the U.S. Amounting to 902 wards or boroughs equivalent to minor civil divisions in the U.S., like cities, townships, and parishes, barrios are under the governmental authority of the popularly elected strong mayor and unicameral legislature governing the municipality within which they are located. Barrios are subdivided into numerous subbarrios, districts, communities, and/or sectors.

Except for San Juan, Ponce, Florida, and Vieques, all municipalities have a barrio equivalent to a downtown area in the U.S. called pueblo, officially known as barrio-pueblo (literally "neighborhood-town"), which typically is the site of the historic Spanish colonial settlement, administrative center, and urban core of the municipality. Of the 902 barrios proper, 828 are barrios and 74 barrios-pueblos.

Downtown in the context of Core city

In urban planning, a historic core city or central city is the municipality with the largest 1940 population in the present metropolitan area (metropolitan statistical area). This term was retired by the US census bureau and replaced by the term principal city, which can include historic core cities and post-WWII cities. Metropolitan areas were no longer considered monocentric, but polycentric due to suburbanization of employment. A historic core city is not to be confused with the core of a metropolitan area which is defined as an urban area with a population of over 50,000 by the US census bureau.

Historic core cites in the United States often have higher detached single family housing rates, lower density, and fewer jobs than surrounding satellite cities and suburbs. Downtown in the context of Chicago Loop

The Loop is Chicago's central business district and one of the city's 77 municipally recognized community areas. Located at the center of downtown Chicago on the shores of Lake Michigan, it is the second-largest business district in North America, after Midtown Manhattan in New York City. It contains the world headquarters and regional offices of several global and national businesses, retail establishments, restaurants, hotels, museums, theaters, and libraries—as well as many of Chicago's most famous attractions. The district also hosts Chicago's City Hall, the seat of Cook County, offices of the state of Illinois, United States federal offices, and several foreign consulates. The intersection of State Street and Madison Street in the Loop is the origin point for the address system on Chicago's street grid, a grid system that has been adopted by numerous cities worldwide.

The Loop's definition and perceived boundaries have evolved over time. Since the 1920s, the area bounded by the Chicago River to the west and north, Lake Michigan to the east, and Roosevelt Road to the south has been called the Loop. It took its name from a somewhat smaller area, the 35 city blocks bounded on the north by Lake Street, on the west by Wells Street, on the south by Van Buren Street, and on the east by Wabash Avenue—the Union Loop formed by the 'L' in the late 1800s. Similarly, the "South Loop" and the "West Loop" historically referred to areas within the Loop proper, but in the 21st century began to refer to the entire Near South and much of the Near West Sides of the city, respectively.

The term inner city (also called the hood) has been used, especially in the United States, as a euphemism for majority-minority lower-income residential districts that often refer to rundown neighborhoods, in a downtown or city centre area. Sociologists sometimes turn the euphemism into a formal designation by applying the term inner city to such residential areas, rather than to more geographically central commercial districts, often referred to by terms such as downtown, city centre, or central business district.
