Dirigisme (French: [diʁiʒism]), or dirigism (from French diriger 'to direct'), refers to an economic system in which the state takes an active and directive role in shaping and guiding the economy, rather than limiting itself to a purely regulatory or hands-off approach within a market economy. As an economic doctrine, dirigisme stands in contrast to laissez-faire, highlighting the constructive role of market intervention in addressing inefficiencies and market failures. Dirigiste policies typically include indicative planning, state-guided investment, and the strategic use of market instruments such as taxes and subsidies to encourage economic actors to align with national development goals. Dirigisme is not synonymous with a state-controlled command economy but a market economy and big public sector is required for dirigisme; hence the public sector becomes an instrument for altering the market.

The term emerged in the post–World War II era to describe the economic policies of France which included substantial state-directed investment, the use of indicative economic planning to supplement the market mechanism and the establishment of state enterprises in strategic domestic sectors. It coincided with both the period of substantial economic and demographic growth, known as the Trente Glorieuses which followed the war, and the slowdown beginning with the 1973 oil crisis.

A market economy is an economic system in which the decisions regarding investment, production, and distribution to the consumers are guided by the price signals created by the forces of supply and demand. The major characteristic of a market economy is the existence of factor markets that play a dominant role in the allocation of capital and the factors of production.

Market economies range from minimally regulated to highly regulated systems. On the least regulated side, free market and laissez-faire systems are where state activity is restricted to providing public goods and services and safeguarding private ownership, while interventionist economies are where the government plays an active role in correcting market failures and promoting social welfare. State-directed or dirigist economies are those where the state plays a directive role in guiding the overall development of the market through industrial policies or indicative planning—which guides yet does not substitute the market for economic planning—a form sometimes referred to as a mixed economy.

Dirigisme in the context of East Asian model

The East Asian model (Japanese: 修正資本主義, romanizedshūsei shihonshugi, lit.'modified capitalism'), pioneered by Japan, is a plan for economic growth whereby the government invests in certain sectors of the economy in order to stimulate the growth of specific industries in the private sector. It generally refers to the model of development pursued in East Asian economies such as Japan, South Korea and Taiwan. It has also been used by some to describe the contemporary economic system in Mainland China after Deng Xiaoping's economic reforms during the late 1970s and the current economic system of Vietnam after its Đổi Mới policy was implemented in 1986. Generally, as a country becomes more developed, the most common employment industry transitions from agriculture to manufacturing, and then to services.

The main shared approach of East Asian economies is the role of the government. For East Asian governments have recognized the limitations of markets in allocation of scarce resources in the economy, thus the governments have used interventions to promote economic development. They include state control of finance, direct support for state-owned enterprises in strategic sectors of the economy or the creation of privately owned national champions, high dependence on the export market for growth, and a high rate of savings. It is similar to dirigisme, neomercantilism, and Hamiltonian economics.

Dirigisme in the context of Economy of Indonesia

Indonesia has a mixed economy with dirigiste characteristics. It is one of the emerging market economies in the world and the largest in Southeast Asia. As an upper-middle income country and member of the G20, Indonesia is classified as a newly industrialized country. Indonesia is 17th largest economy in the world by nominal GDP and the 7th largest in terms of GDP (PPP). Indonesia's internet economy reached US$77 billion in 2022, and is expected to cross the US$130 billion mark by 2025.

Indonesia depends on the domestic market and government budget spending and its ownership of state-owned enterprises (the central government owns 844 companies). Indonesian state-owned companies have assets valued at more than 1 trillion USD as of 2024.

The economy of India is a developing mixed economy with a notable public sector in strategic sectors. It is the world's fourth-largest economy by nominal GDP and the third-largest by purchasing power parity (PPP); on a per capita income basis, India ranked 136th by nominal GDP and 119th by PPP-adjusted GDP. From independence in 1947 until 1991, successive governments followed the Soviet model and promoted protectionist economic policies, with extensive Sovietization, state intervention, demand-side economics, natural resources, bureaucrat-driven enterprises and economic regulation. This was a form of the Licence Raj. The end of the Cold War and an acute balance of payments crisis in 1991 led to the adoption of a broad economic liberalisation in India and indicative planning. India has about 1,900 public sector companies, with the Indian state having complete control and ownership of railways. While the Indian government retains ownership through the National Highways Authority of India (NHAI), a large share of new national highway projects are now built and maintained under Public–private partnership (PPP) models rather than being fully government‑funded. The government plays a major role in sectors like Supercomputing, space and shipping but private participation is growing, especially in space, telecom, and satellite communications.

Nearly 70% of India's GDP is driven by domestic consumption; the country remains the world's third-largest consumer market. Aside from private consumption, India's GDP is also fueled by government spending, investments, and exports. As of 2025, India is the world's 7th-largest importer and the 10th-largest exporter. India is often described as the ‘pharmacy of the world’, supplying roughly 20% of the global demand for generic medicines and exporting pharmaceuticals to over 200 countries in 2023–24, with around 70% of exports to highly regulated markets like North America and Europe. India has been a member of the World Trade Organization since 1 January 1995. It ranks 40th on the Global Competitiveness Index. As of 2025, India ranks third in the world in total number of billionaires. According to the World Bank, India's Gini index fell to 25.5 in 2022‑23, making it the fourth-most equal country globally, suggesting significant progress in income equality. Economists and social scientists often consider India a welfare state. India's overall social welfare spending stood at 8.6% of GDP in 2021-22. With 607 million workers, the Indian labour force is the world's second-largest. Although India's labour productivity is lower than advanced economies, it aligns with levels observed in many emerging Asian countries like China.
