⭐ Core Definition: Devolution

Devolution is the statutory delegation of powers from the central government of a sovereign state to govern at a subnational level, such as a regional or local level. It is a form of administrative decentralization. Devolved territories have the power to make legislation relevant to the area, thus granting them a higher level of autonomy.

Devolution differs from federalism in that the devolved powers of the subnational authority may be temporary and are reversible, ultimately residing with the central government. Thus, the state remains de jure unitary. Legislation creating devolved parliaments or assemblies can be repealed or amended by central government in the same way as any statute. In federal systems, by contrast, sub-unit government is guaranteed in the constitution, so the powers of the sub-units cannot be withdrawn unilaterally by the central government (i.e. not without the process of constitutional amendment). The sub-units therefore have a lower degree of protection under devolution than under federalism.

Devolution in the context of Political union

A political union is a type of political entity which is composed of, or created from, smaller polities or the process which achieves this. These smaller polities are usually called federated states and federal territories in a federal government; they are called prefectures, regions, or provinces in the case of a centralised government. This form of government may be created through voluntary and mutual cession and is described as unionism by its constituent members and proponents. In other cases, it may arise from political unification, characterised by coercion and conquest. The unification of separate states which, in the past, had together constituted a single entity is known as reunification. Unlike a personal union or real union, the individual constituent entities may have devolution of powers but are subordinate to a central government or coordinated in some sort of organization. In a federalised system, the constituent entities usually have internal autonomy, for example in the setup of police departments, and share power with the federal government, for whom external sovereignty, military forces, and foreign affairs are usually reserved. The union is recognised internationally as a single political entity. Devolution in the context of Unitary state

A unitary state is a sovereign state governed as a single entity in which the central government is the supreme authority. The central government may create or abolish administrative divisions (sub-national or sub-state units). Such units exercise only the powers that the central government chooses to delegate. Although political power may be delegated through devolution to regional or local governments by statute, the central government may alter the statute, to override the decisions of devolved governments or expand their powers.

The modern unitary state concept originated in France; in the aftermath of the Hundred Years' War, national feelings that emerged from the war unified France. The war accelerated the process of transforming France from a feudal monarchy to a unitary state. The French then later spread unitary states by conquests, throughout Europe during and after the Napoleonic Wars, and to the world through the vast French colonial empire. Presently, prefects remain an illustration of the French unitary state system, as the representatives of the State in each department, tasked with upholding central government policies.

Devolution in the context of Regionalism (politics)

Regionalism is a political ideology that seeks to increase the political power, influence and self-determination of the people of one or more subnational regions. It focuses on the "development of a political or social system based on one or more" regions, and/or the national, normative, or economic interests of a specific region, group of regions or another subnational entity, gaining strength from or aiming to strengthen the "consciousness of and loyalty to a distinct region with a homogeneous population", similarly to nationalism. More specifically, "regionalism refers to three distinct elements: movements demanding territorial autonomy within unitary states; the organization of the central state on a regional basis for the delivery of its policies including regional development policies; political decentralization and regional autonomy".

Regions may be delineated by administrative divisions, culture, language and religion, among others. Regionalists' demands occur in "strong" forms (such as sovereigntism, separatism, sovereignty, secession and independence), as well as more "moderate" campaigns for greater autonomy (such as states' rights, decentralization or devolution). Strictly speaking, regionalists favour confederations over unitary nation states with strong central governments. They may, however, embrace intermediate forms of federalism. Proponents of regionalism usually claim that strengthening the governing bodies and political powers within a region, at the expense of a centralized government, will benefit local populations by improving regional or local economies, in terms of better fiscal responsibility, regional development, allocation of resources, implementation of localist policies and plans, competitiveness among regions and, ultimately, the whole country, consistent with the principle of subsidiarity.

Devolution in the context of Northern Ireland

Northern Ireland is a part of the United Kingdom in the north-east of the island of Ireland. It has been variously described as a country, province or region. Northern Ireland shares an open border to the south and west with the Republic of Ireland. At the 2021 census, its population was 1,903,175, making up around 3% of the UK's population and 27% of the population on the island of Ireland. The Northern Ireland Assembly, established by the Northern Ireland Act 1998, holds responsibility for a range of devolved policy matters, while other areas are reserved for the UK Government. The government of Northern Ireland cooperates with the government of Ireland in several areas under the terms of the Good Friday Agreement. The Republic of Ireland also has a consultative role on non-devolved governmental matters through the British–Irish Governmental Conference (BIIG).

Northern Ireland was created in 1921, when Ireland was partitioned by the Government of Ireland Act 1920, creating a devolved government for the six northeastern counties. As was intended by unionists and their supporters in Westminster, Northern Ireland had a unionist majority, who wanted to remain in the United Kingdom; they were generally the Protestant descendants of colonists from Britain. Meanwhile, the majority in Southern Ireland (which became the Irish Free State in 1922), and a significant minority in Northern Ireland, were Irish nationalists (generally Catholics) who wanted a united independent Ireland. Today, the former generally see themselves as British and the latter generally see themselves as Irish, while a Northern Irish or Ulster identity is claimed by a significant minority from all backgrounds.

Devolution in the context of Local Autonomy Act

The Local Autonomy Act (地方自治法, Chihō-jichi-hō), passed by the House of Representatives and the House of Peers on March 28, 1947 and promulgated as Law No. 67 of 1947 on April 17, is an Act of devolution that established most of Japan's contemporary local government structures and administrative divisions, including prefectures, municipalities and other entities. On July 16, 1999, the law was amended to eliminate administrative functions imposed upon local governments by the central governments and to establish Committee for Settling National-Local Disputes. The law and other relevant laws have been amended after the revision to promote decentralization.

Devolution in the context of National park

A national park is a nature park designated for conservation purposes because of unparalleled national natural, historic, or cultural significance. It is an area of natural, semi-natural, or developed land that is protected and owned by a government. Although governments hold different standards for national park designation, the conservation of 'wild nature' for posterity and as a symbol of national pride is a common motivation for the continued protection of all national parks around the world. National parks are almost always accessible to the public. Usually national parks are developed, owned and managed by national governments, though in some countries with federal or devolved forms of government, "national parks" may be the responsibility of subnational, regional, or local authorities.

The United States established Yellowstone National Park, the first "public park or pleasuring-ground for the benefit and enjoyment of the people," in 1872. Although Yellowstone was not officially termed a "national park" at the time, in practice it is widely held to be the first and oldest national park in the world. The Tobago Main Ridge Forest Reserve (in what is now Trinidad and Tobago; established in 1776) and the area surrounding Bogd Khan Uul Mountain (Mongolia, 1778), which were restricted from cultivation to protect surrounding farmland, are considered the oldest legally protected areas. Parks Canada, established on May 19, 1911, is the world's oldest national park service.

Devolution in the context of Denmark

Denmark is a Nordic country in Northern Europe. It is the metropole and most populous constituent of the Kingdom of Denmark, also known as the Danish Realm, a constitutionally unitary state that includes the autonomous territories of the Faroe Islands and Greenland in the north Atlantic Ocean. Metropolitan Denmark, also called "continental Denmark" or "Denmark proper", consists of the northern Jutland peninsula and an archipelago of 406 islands. It is the southernmost of the Scandinavian countries, lying southwest of Sweden, south of Norway, and north of Germany, with which it shares a short border. Denmark proper is situated between the North Sea to the west and the Baltic Sea to the east.

The Kingdom of Denmark, including the Faroe Islands and Greenland, has roughly 1,400 islands greater than 100 square metres (1,100 sq ft) in area; 443 have been named and 78 are inhabited. Denmark's population is over 6 million (1 May 2025), of which roughly 40% live in Zealand, (Sjælland) the largest and most populated island in Denmark proper; Copenhagen, (København) the capital and largest city of the Danish Realm, is situated on Zealand and Amager and Slotsholmen. Composed mostly of flat, arable land, Denmark is characterised by sandy coasts, low elevation, and a temperate climate. Denmark exercises hegemonic influence in the Danish Realm, devolving powers to the other constituent entities to handle their internal affairs. Home rule was established in the Faroe Islands in 1948; Greenland achieved home rule in 1979 and further autonomy in 2009.

Devolution in the context of Scotland

Scotland is a country that is part of the United Kingdom. It contains nearly one-third of the United Kingdom's land area, consisting of the northern part of the island of Great Britain and more than 790 adjacent islands, principally in the archipelagos of the Hebrides and the Northern Isles. In 2022, the country's population was about 5.4 million. Its capital city is Edinburgh, whilst Glasgow is the largest city and the most populous of the cities of Scotland. To the south-east, Scotland has its only land border, which is 96 miles (154 km) long and shared with England; the country is surrounded by the Atlantic Ocean to the north and west, the North Sea to the north-east and east, and the Irish Sea to the south. The legislature, the Scottish Parliament, elects 129 members to represent 73 constituencies across the country. The Scottish Government is the executive arm of the devolved government, headed by the first minister, who chairs the cabinet and is responsible for government policy and international engagement.

The Kingdom of Scotland emerged as an independent sovereign state in the 9th century. In 1603, James VI succeeded to the thrones of England and Ireland, forming a personal union of the three kingdoms. On 1 May 1707, Scotland and England combined to create the new Kingdom of Great Britain, with the Parliament of Scotland subsumed into the Parliament of Great Britain. In 1999, a Scottish Parliament was re-established, and has devolved authority over many areas of domestic policy. The country has its own distinct legal system, education system and religious history, which have all contributed to the continuation of Scottish culture and national identity. Scottish English and Scots are the most widely spoken languages in the country, existing on a dialect continuum with each other. Scottish Gaelic speakers can be found all over Scotland, but the language is largely spoken natively by communities within the Hebrides; Gaelic speakers now constitute less than 2% of the total population, although state-sponsored revitalisation attempts have led to a growing community of second language speakers.

Devolution in the context of Countries of the United Kingdom

Since 1922, the United Kingdom has been made up of four countries: England, Scotland, Wales (which collectively make up Great Britain) and Northern Ireland (variously described as a country, province, jurisdiction or region). The UK prime minister's website has used the phrase "countries within a country" to describe the United Kingdom.

Although the United Kingdom is a unitary sovereign state, it contains three distinct legal jurisdictions in Scotland, England and Wales, and Northern Ireland, each retaining its own legal system even after joining the UK. Since 1998, Northern Ireland, Scotland, and Wales have also gained significant autonomy through the process of devolution. The UK Parliament and UK Government deal with all reserved matters for Northern Ireland, Scotland, and Wales, but not in general matters that have been devolved to the Northern Ireland Assembly, Scottish Parliament, and Senedd. Additionally, devolution in Northern Ireland is conditional on co-operation between the Northern Ireland Executive and the Government of Ireland (see North/South Ministerial Council) and the British Government consults with the Government of Ireland to reach agreement on some non-devolved matters for Northern Ireland (see British–Irish Intergovernmental Conference). England, comprising the majority of the population and area of the United Kingdom, does not have its own devolved government, and remains fully the responsibility of the United Kingdom Parliament centralised in London. In July 2025, the council of the English county of Cornwall backed a motion calling for Cornwall to be regarded as the UK's fifth nation.
