Democratic centralism is a Leninist organisational principle of most communist parties, in which decisions are made by a process of vigorous and open debate amongst party membership, and action is subsequently binding upon all members of the party.

Democratic centralism has historically been associated with not only Marxist–Leninist but also Trotskyist parties, and Marxist-Leninist-Maoist ones and has also occasionally been practised by social democratic and democratic socialist parties, such as South Africa's African National Congress.

Democratic centralism in the context of Bolshevik

The Bolsheviks, led by Vladimir Lenin, were a radical faction of the Marxist Russian Social Democratic Labour Party (RSDLP) which split with the Mensheviks at the Second Party Congress in 1903. The Bolshevik party, formally established in 1912, seized power in Russia in the October Revolution of 1917 and was later renamed the Russian Communist Party, All-Union Communist Party, and ultimately the Communist Party of the Soviet Union. Its ideology, based on Leninist and later Marxist–Leninist principles, became known as Bolshevism.

The origin of the RSDLP split was Lenin's support for a smaller party of professional revolutionaries, as opposed to the Menshevik desire for a broad party membership. The influence of the factions fluctuated in the years up to 1912, when the RSDLP formally split in two. The political philosophy of the Bolsheviks was based on the Leninist principles of vanguardism and democratic centralism. Lenin was also more willing to use illegal means such as robbery to fund the party's activities. By 1917, influenced by the experiences of World War I, he reached the conclusion that the chain of world capitalism could "break at its weakest link" in Russia before it assumed the level of the advanced countries, opposing theorists such as Georgi Plekhanov. Lenin had also come to view poorer peasants as potential allies of the relatively small Russian proletariat.

Democratic centralism in the context of Collective leadership in the Soviet Union

Collective leadership (Russian: коллективное руководство, kollektivnoye rukovodstvo), or collectivity of leadership (Russian: коллективность руководства, kollektivnost rukovodstva), became - alongside doctrine such as democratic centralism - official dogma for governance in the Union of Soviet Socialist Republics (USSR) and other socialist states espousing communism.In the Soviet Union itself, the collective leadership concept operated by distributing powers and functions among members of the Politburo and the Central Committee of the Communist Party of the Soviet Union, as well as the Council of Ministers, to hinder any attempts to create a one-man dominance over the Soviet political system by a Soviet leader, such as that seen under Joseph Stalin's rule between the late 1920s and 1953. On the national level, the heart of the collective leadership was officially the Central Committee of the Communist Party. Collective leadership was characterised by limiting the powers of the General Secretary and the Chairman of the Council of Ministers as related to other offices by enhancing the powers of collective bodies, such as the Politburo.

Collective leadership became institutionalised in the upper levels of control in the Soviet Union following Stalin's death in March 1953, and subsequent Soviet Communist Party leaders ruled as part of a collective. First Secretary Nikita Khrushchev criticized Stalin's dictatorial rule at the 20th Party Congress in 1956, but Khrushchev's own increasingly erratic decisions led to his ouster in 1964. The Party replaced Khrushchev in his posts with Leonid Brezhnev as First Secretary and with Alexei Kosygin as Premier. Though Brezhnev gained more and more prominence over his colleagues, he retained the Politburo's support by consulting its members on all policies. Collective leadership continued under Yuri Andropov (General Secretary from 1982 to 1984) and Konstantin Chernenko (General Secretary from 1984 to 1985). Mikhail Gorbachev's reforms espoused open discussion from about 1986, leading to members of the leadership openly disagreeing on how little or how much reform was needed to rejuvenate the Soviet system.

Democratic centralism in the context of Politburo of the Communist Party of the Soviet Union

The Political Bureau of the Central Committee of the Communist Party of the Soviet Union, abbreviated as Politburo, was the de facto highest executive authority in the Communist Party of the Soviet Union (CPSU). While elected by and formally accountable to the Central Committee, in practice the Politburo operated as the ruling body of Soviet Russia and the Soviet Union from its creation in 1919 until the party's dissolution in 1991. Full members and candidate (non-voting) members held among the most powerful positions in the Soviet hierarchy, often overlapping with top state roles. Its duties, typically carried out at weekly meetings, included formulating state policy, issuing directives, and ratifying appointments.

The Politburo was originally established as a small group of senior Bolsheviks shortly before the October Revolution of 1917, and was re-established in 1919 to decide on urgent matters during the Russian Civil War. It operated on the principles of democratic centralism, though in practice it increasingly centralized power in the hands of a few. Under Joseph Stalin, the party's General Secretary from 1922 to 1952, the Politburo evolved into an instrument of personal dictatorship. His domination of the body was such that its sessions were often perfunctory, and during the Great Purge from 1936 to 1938, even Politburo members were not immune to persecution. The body was renamed the Presidium between 1952 and 1966. After Stalin's death in 1953, the Politburo's authority became more collective under leaders Nikita Khrushchev and Leonid Brezhnev. During the Brezhnev era from 1964 to 1982, the Politburo grew in size and became increasingly bureaucratic in character. As General Secretary from 1985, Mikhail Gorbachev attempted to reform the Politburo's functions during perestroika, shifting power away from party structures and toward state institutions. The Politburo was officially disbanded upon the banning of the CPSU in late 1991.

Democratic centralism in the context of Communist Party of Vietnam

The Communist Party of Vietnam (CPV) is the sole legal party of Vietnam. Founded in 1930 by Ho Chi Minh, the CPV became the ruling party of North Vietnam in 1954 after the First Indochina War and all of Vietnam in 1975 after the Vietnam War. Although it nominally exists alongside the Vietnamese Fatherland Front, it maintains a unitary government and has centralized control over the state, military, and media. The supremacy of the CPV is guaranteed by Article 4 of the national constitution. The Vietnamese public generally refer to the CPV as simply "the Party" (Đảng) or "our Party" (Đảng ta).

The CPV is organized on the basis of democratic centralism, a principle conceived by Russian Marxist revolutionary Vladimir Lenin. The highest institution of the CPV is the party's National Congress, which elects the Central Committee. The Central Committee is the supreme organ on party affairs in between party congresses. After a party congress, the Central Committee elects the Politburo and Secretariat, and appoints the General Secretary, the highest party office. In between sessions of the Central Committee, the Politburo is the supreme organ on party affairs. However, it can only implement decisions based on the policies which have been approved in advance by either the Central Committee or the party's National Congress. As of 2017, the 12th Politburo has 19 members.

A communist party is a political party that seeks to realize the socio-economic goals of communism. The term "communist party" was popularized by the title of The Manifesto of the Communist Party (1848) by Karl Marx and Friedrich Engels. As a vanguard party, the communist party guides the political education and development of the working class (proletariat). As a ruling party, the communist party exercises power through the dictatorship of the proletariat. Vladimir Lenin developed the idea of the communist party as the revolutionary vanguard, when the socialist movement in Imperial Russia was divided into ideologically opposed factions, the Bolshevik faction ("of the majority") and the Menshevik faction ("of the minority"). To be politically effective, Lenin proposed a small vanguard party managed with democratic centralism which allowed the centralized command of a disciplined cadre of professional revolutionaries. Once a policy was agreed upon, realizing political goals required every Bolshevik's total commitment to the agreed-upon policy.

In contrast, the Menshevik faction, which initially included Leon Trotsky, emphasized that the party should not neglect the importance of mass populations in realizing a communist revolution. In the course of the revolution, the Bolshevik party which became the Communist Party of the Soviet Union (CPSU) assumed government power in Russia after the October Revolution in 1917. With the creation of the Communist International (Comintern) in 1919, the concept of communist party leadership was adopted by many revolutionary parties, worldwide. In an effort to standardize the international communist movement ideologically and maintain central control of the member parties, the Comintern required that its members use the term "communist party" in their names.

Cabinet collective responsibility, also known as collective ministerial responsibility, is a constitutional convention in parliamentary systems and a cornerstone of the Westminster system of government, that members of the cabinet must publicly support all governmental decisions made in Cabinet, even if they do not privately agree with them. This support includes voting for the government in the legislature. This convention formed in the 19th century in the United Kingdom. Some political parties, most commonly communist, apply a similar convention of democratic centralism to their central committee.

If a member of the Cabinet wishes to openly object to a Cabinet decision then they are obliged to resign from their position in the Cabinet.

Democratic centralism in the context of Communist Party of Czechoslovakia

The Communist Party of Czechoslovakia (Czech and Slovak: Komunistická strana Československa, KSČ) was a communist and Marxist–Leninist political party in Czechoslovakia that existed between 1921 and 1992. It was a member of the Comintern. Between 1929 and 1953, it was led by Klement Gottwald. The KSČ was the sole governing party in the Czechoslovak Socialist Republic though it was a leading party along with the Slovak branch and four other legally permitted non-communist parties. After its election victory in 1946, it seized power in the 1948 Czechoslovak coup d'état and established a one-party state allied with the Soviet Union. Nationalization of virtually all private enterprises followed, and a command economy was implemented.

The KSČ was committed to the pursuit of communism, and after Joseph Stalin's rise to power Marxism–Leninism became formalized as the party's guiding ideology and would remain so throughout the rest of its existence. Consequently, party organisation was based on Bolshevik-like democratic centralism; its highest body was the Party Congress, which convened every five years. When the Congress was not in session, the Central Committee was the highest body. Because the Central Committee met twice a year, most day-to-day duties and responsibilities were vested in the Politburo. The party leader was the head of government and held the office of either General Secretary, Premier or head of state, or some of the three offices concurrently, but never all three at the same time.

The Hungarian Socialist Workers' Party (Hungarian: Magyar Szocialista Munkáspárt, pronounced [ˈmɒɟɒr ˈsot͡sijɒliʃtɒ ˈmuŋkaːʃpaːrt], MSZMP) was the ruling Marxist–Leninist party of the Hungarian People's Republic between 1956 and 1989. It was organised from elements of the Hungarian Working People's Party during the Hungarian Revolution of 1956, with János Kádár as general secretary. The party also controlled its armed forces, the Hungarian People's Army.

Like all other Eastern Bloc parties, the MSZMP was organized on the basis of democratic centralism, a principle conceived by Vladimir Lenin that entails democratic and open discussion of issues within the party followed by the requirement of total unity in upholding the agreed policies. The highest body within the MSZMP was the party Congress, which convened every five years. When the Congress was not in session, the Central Committee of the MSZMP was the highest body. Because the Central Committee met twice a year, most day-to-day duties and responsibilities were vested in the Politburo. The party leader was the de facto chairman of the Politburo and a de facto chief executive of Hungary. At various points he served as the prime minister in addition to being party leader.
