A strategic bomber is a medium-to-long-range bomber aircraft designed to drop large amounts of air-to-ground weaponry onto a distant target for the purposes of debilitating the enemy's capacity to wage war. Unlike tactical bombers, penetrators, fighter-bombers, and attack aircraft, which are used in air interdiction operations to attack enemy combatants and military equipment, strategic bombers are designed to fly into enemy territory to destroy strategic targets (e.g., infrastructure, logistics, military installations, factories, etc.). In addition to strategic bombing, strategic bombers can be used for tactical missions. There are currently only three countries that operate strategic heavy bombers: the United States, Russia and China.

The modern strategic bomber role appeared after strategic bombing was widely employed, and atomic bombs were first used during World War II. Nuclear strike missions (i.e., delivering nuclear-armed missiles or bombs) can potentially be carried out by most modern fighter-bombers and strike fighters, even at intercontinental range, with the use of aerial refueling, so any nation possessing this combination of equipment and techniques theoretically has such capability. Primary delivery aircraft for a modern strategic bombing mission need not always necessarily be a heavy bomber type, and any modern aircraft capable of nuclear strikes at long range is equally able to carry out tactical missions with conventional weapons. An example is France's Mirage IV, a small strategic bomber replaced in service by the ASMP-equipped Mirage 2000N fighter-bomber and Rafale multirole fighter.

An intercontinental ballistic missile (ICBM) is a ballistic missile with a range greater than 5,500 kilometres (3,400 mi), primarily designed for nuclear weapons delivery (delivering one or more thermonuclear warheads). Conventional, chemical, and biological weapons can also be delivered with varying effectiveness but have never been deployed on ICBMs. Most modern designs support multiple independently targetable reentry vehicles (MIRVs), allowing a single missile to carry several warheads, each of which can strike a different target. The United States, Russia, China, France, India, the United Kingdom, Israel, and North Korea are the only countries known to have operational ICBMs. Pakistan is the only nuclear-armed state that does not possess ICBMs.

Early ICBMs had limited precision, which made them suitable for use only against the largest targets, such as cities. They were seen as a "safe" basing option, one that would keep the deterrent force close to home where it would be difficult to attack. Attacks against military targets (especially hardened ones) demanded the use of a more precise, crewed bomber. Second- and third-generation designs (such as the LGM-118 Peacekeeper) dramatically improved accuracy to the point where even the smallest point targets can be successfully attacked.

It is often understood that unintended or incidental casualties are risked wherever force is applied; however, non-lethal weapons minimise the risk of casualties (e.g. serious/permanent injuries or death) as much as possible. Non-lethal weapons are used in policing and combat situations to limit the escalation of conflict where employment of lethal force is prohibited or undesirable, where rules of engagement require minimum casualties, or where policy restricts the use of conventional force. However, these weapons occasionally cause serious injuries or death due to allergic reactions, improper use and/or other factors; for this reason the term "less-lethal" has been preferred by some organizations as it describes the risks of death more accurately than the term "non-lethal", which some have argued is a misnomer.

Non-lethal weapons may be used by conventional military in a range of missions across the force continuum. They may also be used by military police, by United Nations forces, and by occupation forces for peacekeeping and stability operations. Non-lethal weapons may also be used to channelize a battlefield, control the movement of civilian populations, or to limit civilian access to restricted areas (as they were utilized by the USMC's 1st Marine Expeditionary Force in Somalia in 1995). Similar weapons, tactics, techniques and procedures are employed by police forces domestically in riot control, prisoner control, crowd control, refugee control, and self-defense, where the terminology of "less-than-lethal" is often used.

Delamere Air Weapons Range is a bombing range operated by the Royal Australian Air Force (RAAF), located in the Northern Territory of Australia. The facility is located about 120 kilometres (75 mi) south of the town of Katherine and RAAF Base Tindal, Australia's largest airbase.

The Delamere facility is managed round-the-clock by a detachment of eight members of the No. 322 Expeditionary Combat Support Squadron RAAF. Its large area—2,110 square kilometres (810 sq mi)—and 60,000 feet (18,000 m) of vertical airspace clearance allow virtually unrestricted freedom of tactical testing and training using any conventional weapons.
