⭐ Core Definition: Confederation

A confederation (also known as a confederacy or league) is a political union of sovereign states united for purposes of common action. Usually created by a treaty, confederations of states tend to be established for dealing with critical issues, such as defence, foreign relations, internal trade or currency, with the central government being required to provide support for all its members. Confederalism represents a main form of intergovernmentalism, defined as any form of interaction around states that takes place on the basis of sovereign independence or government.

The nature of the relationship among the member states constituting a confederation varies considerably. Likewise, the relationship between the member states and the general government and their distribution of powers varies. Some looser confederations are similar to international organisations while other confederations with stricter rules may resemble federal systems.These elements of such confederations, the international organization and federalist perspective, has been combined as supranational unions.

Confederation in the context of European Union

The European Union (EU) is a supranational political and economic union of 27 member states that are located primarily in Europe. The Union has a total area of 4,233,255 km (1,634,469 sq mi) and an estimated population of more than 450 million as of 2025. The EU is often described as a sui generis political entity combining characteristics of both a federation and a confederation.

Containing 5.5% of the world population in 2023, EU member states generated a nominal gross domestic product (GDP) of around €17.935 trillion in 2024, accounting for approximately one sixth of global economic output. Its cornerstone, the Customs Union, paved the way to establishing an internal single market based on standardised legal framework and legislation that applies in all member states in those matters, and only those matters, where the states have agreed to act as one. EU policies aim to ensure the free movement of people, goods, services and capital within the internal market; enact legislation in justice and home affairs; and maintain common policies on trade, agriculture, fisheries, and regional development.

Confederation in the context of Regionalism (politics)

Regionalism is a political ideology that seeks to increase the political power, influence and self-determination of the people of one or more subnational regions. It focuses on the "development of a political or social system based on one or more" regions, and/or the national, normative, or economic interests of a specific region, group of regions or another subnational entity, gaining strength from or aiming to strengthen the "consciousness of and loyalty to a distinct region with a homogeneous population", similarly to nationalism. More specifically, "regionalism refers to three distinct elements: movements demanding territorial autonomy within unitary states; the organization of the central state on a regional basis for the delivery of its policies including regional development policies; political decentralization and regional autonomy".

Regions may be delineated by administrative divisions, culture, language and religion, among others. Regionalists' demands occur in "strong" forms (such as sovereigntism, separatism, sovereignty, secession and independence), as well as more "moderate" campaigns for greater autonomy (such as states' rights, decentralization or devolution). Strictly speaking, regionalists favour confederations over unitary nation states with strong central governments. They may, however, embrace intermediate forms of federalism. Proponents of regionalism usually claim that strengthening the governing bodies and political powers within a region, at the expense of a centralized government, will benefit local populations by improving regional or local economies, in terms of better fiscal responsibility, regional development, allocation of resources, implementation of localist policies and plans, competitiveness among regions and, ultimately, the whole country, consistent with the principle of subsidiarity.

Confederation in the context of Achaean League

The Achaean League (Ancient Greek: Κοινὸν τῶν Ἀχαιῶν, romanizedKoinon ton Akhaion, lit.'League of Achaeans') was a Hellenistic-era confederation of Greek city-states on the northern and central Peloponnese. The league was named after the region of Achaea in the northwestern Peloponnese, which formed its original core. The first league was formed in the fifth century BC. Although the first Achaean League is much less well documented than its later revival, it maintained a recognizable federal structure through the early Hellenistic period, but later fell into a period of dormancy under growing Macedonian influence. The more famous second Achaean League was established in 280 BC. First it was an ally of Antigonid Macedon at the Cleomenean War, Social War and First Macedonian War and a rival of the Aetolian League and Sparta. As a rival of Antigonid Macedon and an ally of the Roman Republic since the Second Macedonian War, the league played a major role in the expansion of Rome into Greece. This process eventually led to the League's conquest and dissolution by the Romans in 146 BC.

The League represents the most successful attempt by the Greek city-states to develop a form of federalism, which balanced the need for collective action with the desire for local autonomy. Through the writings of the Achaean historian and statesman Polybius, this structure has had an influence on the constitution of the United States and other modern federal states.

Confederation in the context of Second Athenian League

The Second Athenian League was a maritime confederation of Greek city-states that existed from 378 to 355 BC under the leadership (hegemony) of Athens. It is sometimes referenced as the second Athenian Empire, despite operating as a confederation. The alliance represented a partial revival of the Delian League, which had been disbanded in 404 BC following the defeat of Athens in the Peloponnesian War. The new League was centered in the Aegean and included over 60 states, among which were Kos, Mytilene, Rhodes, and Byzantium. It was primarily formed as a defensive alliance against Sparta and secondly the Persian Empire. The new League's main objective was to preserve peace in Greece and counterbalance Sparta's growing hegemony and aggression. The League largely revived Athenian influence in the Greek world, reestablishing it as the strongest naval power in the eastern Mediterranean. This time, Athens made conscious efforts to avoid the strict terms that had eventually rendered the previous Delian League unpopular. The alliance lasted until 355 BC, when most of the allied cities became independent following the Social War that broke out in 357 BC.

Confederation in the context of Rhaetian people

The Raeti (/ˈrt/ RY-tee; spelling variants: Rhaeti, Rheti or Rhaetii) were a confederation of Alpine tribes, whose language and culture were related to those of the Etruscans. Before the Roman conquest, they inhabited present-day Tyrol in Austria, eastern Switzerland and the Alpine regions of northeastern Italy. After the Roman conquest, the province of Raetia was formed, which included parts of present-day Germany south of the Danube.

The etymology of the name Raeti is uncertain. The Roman province of Raetia was named after these people.

Confederation in the context of Autonomous administrative division

An autonomous administrative division (also referred to as an autonomous area, zone, entity, unit, region, subdivision, province, or territory) is a subnational administrative division or internal territory of a sovereign state that has a degree of autonomyself-governance — under the national government. Autonomous areas are distinct from other constituent units of a federation (e.g. a state, or province) in that they possess unique powers for their given circumstances. Typically, it is either geographically distinct from the rest of the state or populated by a national minority, which may exercise home rule. Decentralization of self-governing powers and functions to such divisions is a way for a national government to try to increase democratic participation or administrative efficiency or to defuse internal conflicts. States that include autonomous areas may be federacies, federations, or confederations. Autonomous areas can be divided into territorial autonomies, subregional territorial autonomies, and local autonomies.

Confederation in the context of Serbia and Montenegro

The State Union of Serbia and Montenegro (often shortened to Serbia and Montenegro), known until 2003 as the Federal Republic of Yugoslavia (FRY) and commonly referred to as Yugoslavia, was a country in Southeast Europe located in the Balkans that existed from 1992 to 2006, following the breakup of the Socialist Federal Republic of Yugoslavia (SFR Yugoslavia). The state was established on 27 April 1992 as a federation comprising the Republic of Serbia and the Republic of Montenegro. In February 2003, it was transformed from a federal republic to a political union until Montenegro seceded from the union in June 2006, leading to the full independence of both Serbia and Montenegro.

Its aspirations to be the sole legal successor state to the SFR Yugoslavia were not recognized by the United Nations, following the passing of United Nations Security Council Resolution 777, which affirmed that the Socialist Federal Republic of Yugoslavia had ceased to exist, and the Federal Republic of Yugoslavia was a new state. All former republics were entitled to state succession while none of them continued the SFR Yugoslavia's international legal personality. However, the government of Slobodan Milošević opposed any such claims, and as such, the FR Yugoslavia was not allowed to join the United Nations.

Confederation in the context of Sarmatians

The Sarmatians (/sɑːrˈmʃiənz/; Ancient Greek: Σαρμάται, romanizedSarmátai; Latin: Sarmatae [ˈsarmatae̯]) were a large confederation of ancient Iranian equestrian nomadic peoples who dominated the Pontic steppe from about the 5th century BC to the 4th century AD.

The earliest known reference to the Sarmatians occurs in the Avesta, where they appear as Sairima-, which in later Iranian sources becomes Sarm and Salm. Originating in the central parts of the Eurasian Steppe, the Sarmatians formed part of the wider Scythian cultures. They started migrating westward around the fourth and third centuries BC, coming to dominate the closely related Scythians by 200 BC. At their greatest reported extent, around 100 BC, these tribes ranged from the Vistula River to the mouth of the Danube and eastward to the Volga, bordering the shores of the Black and Caspian seas and the Caucasus to the south.

Confederation in the context of Khazars

The Khazars (/ˈxɑːzɑːrz/) were a semi-nomadic Turkic people who established a major commercial empire in the late 6th century CE spanning modern southeastern Russia, southern Ukraine, and western Kazakhstan. It was the most powerful polity to emerge from the break-up of the Western Turkic Khaganate. Astride a major artery of commerce between Eastern Europe and Southwestern Asia, Khazaria became one of the foremost trading empires of the early medieval world, commanding the western marches of the Silk Road and playing a key commercial role as a crossroad between China, the Middle East, and Kievan Rus'. For some three centuries (c. 650–965), the Khazars dominated the vast area extending from the Volga-Don steppes to the eastern Crimea and the northern Caucasus.

Although they were likely a confederation of different Turkic-speaking peoples, the precise origins and nature of the Khazars are uncertain, since there is no surviving record in the Khazar language and the state was multilingual and polyethnic. Their native religion is thought to have been Tengrism, like that of the North Caucasian Huns and other Turkic peoples, although their multiethnic population seems to have included pagans, Jews, Christians, and Muslims. Although there is evidence that the ruling elite of the Khazars had converted to Rabbinic Judaism in the 8th century, the scope of the conversion to Judaism within the khanate remains uncertain.
