Joseph Stalin, the General Secretary of the Communist Party of the Soviet Union from 1922 to 1952 and Chairman of the Council of Ministers from 1941 until his death in 1953, governed the country as its General Secretary from the late 1920s until his death. He had initially been part of the country's informal collective leadership with Lev Kamenev and Grigory Zinoviev after the death of Vladimir Lenin in 1924, but consolidated his power within the party and state, especially against the influences of Leon Trotsky and Nikolai Bukharin, in the mid-to-late 1920s.

Prior to the October Revolution of 1917, Stalin was a revolutionary who had joined the Bolshevik faction of the Russian Social Democratic Labor Party (RSDLP) led by Vladimir Lenin, in 1903. In Lenin's first government, Stalin was appointed leader of the People's Commissariat of Nationalities. He also took military positions in the Russian Civil War and Polish-Soviet War. Stalin was one of the Bolsheviks' chief operatives in the Caucasus and grew closer to Lenin, who saw him as tough, loyal, and capable of getting things done behind the scenes. Stalin played a decisive role in engineering the 1921 Red Army invasion of Georgia. His successes in Georgia propelled him into the ranks of the Politburo in late 1921. At the 11th Congress of the Russian Communist Party (Bolsheviks) in 1922, the leaders decided to expand the party's Central Committee. This decision led to the creation of the office of the General Secretary which Stalin assumed on 3 April. Stalin soon learned how to use his new office to gain advantages over key persons within the party. He prepared the agenda for the Politburo meetings, directing the course of meetings. As General Secretary, he appointed new local party leaders, establishing a patronage network loyal to him.

The original Constitution of East Germany (the German Democratic Republic; German: Verfassung der Deutschen Demokratischen Republik) was a communist state constitution promulgated on 7 October 1949. It was heavily based on the Weimar Constitution (Weimarer Reichsverfassung) and nominally established the GDR as a liberal democratic republic. In 1968, the East German government adopted a new, fully Communist constitution that was based on Marxism–Leninism, political unitarism, and collective leadership. There were further amendments to the 1968 constitution in 1974. With the political events of 1989, there were attempts to draft a new constitution for East Germany, but these efforts never materialized due to the dissolution of East Germany and the accession of its states into the neighboring Federal Republic.

Collective leadership in the context of Trotskyism

Trotskyism (Russian: Троцкизм, Trotskizm) is the political ideology and branch of Marxism and Leninism developed by Russian revolutionary and intellectual Leon Trotsky along with some other members of the Left Opposition and the Fourth International. Trotsky described himself as an orthodox Marxist, a revolutionary Marxist, and a BolshevikLeninist as well as a follower of Karl Marx, Friedrich Engels, Vladimir Lenin, Karl Liebknecht, and Rosa Luxemburg. His relations with Lenin have been a source of intense historical debate. However, on balance, scholarly opinion among a range of prominent historians and political scientists such as E. H. Carr, Isaac Deutscher, Moshe Lewin, Ronald Suny, Richard B. Day and W. Bruce Lincoln was that Lenin's desired "heir" would have been a collective responsibility in which Trotsky was placed in "an important role and within which Stalin would be dramatically demoted (if not removed)".

Trotsky advocated for a decentralized form of economic planning, workers' control of production, elected representation of Soviet socialist parties, mass soviet democratization,the tactic of a united front against far-right parties,cultural autonomy for artistic movements, voluntary collectivisation, a transitional program, and socialist internationalism. He supported founding a vanguard party of the proletariat, and a dictatorship of the proletariat (as opposed to the "dictatorship of the bourgeoisie", which Marxists argue is a major component of capitalism) based on working-class self-emancipation and council democracy. Trotsky also adhered to scientific socialism and viewed this as a conscious expression of historical processes. Trotskyists are critical of Stalinism as they oppose Stalin's theory of socialism in one country in favour of Trotsky's theory of permanent revolution. Trotskyists criticize the bureaucracy and anti-democratic current developed in the Soviet Union under Stalin.

Collective leadership in the context of De-Stalinization

De-Stalinization (Russian: десталинизация, romanizeddestalinizatsiya) comprised a series of political reforms in the Soviet Union after the death of long-time leader Joseph Stalin in 1953, and the thaw brought about by ascension of Nikita Khrushchev to power, and his 1956 secret speech "On the Cult of Personality and Its Consequences", which denounced Stalin's cult of personality and the Stalinist political system.

Monuments to Stalin were removed, his name was removed from places, buildings, and the state anthem, and his body was removed from the Lenin Mausoleum (known as the Lenin and Stalin Mausoleum from 1953 to 1961) and buried. These reforms were started by the collective leadership which succeeded him after his death on 5 March 1953, comprising Georgi Malenkov, Premier of the Soviet Union; Lavrentiy Beria, head of the Ministry of the Interior; and Nikita Khrushchev, First Secretary of the Central Committee of the Communist Party of the Soviet Union (CPSU).

Collective leadership in the context of Brezhnev Era

The history of the Soviet Union from 1964 to 1982, referred to as the Brezhnev Era, covers the period of Leonid Brezhnev's rule of the Union of Soviet Socialist Republics (USSR). This period began with high economic growth and soaring prosperity, but gradually significant problems in social, political, and economic areas accumulated, so that the period is often described as the Era of Stagnation. In the 1970s, the Soviet Union and the United States both took a stance of "detente". The goal of this strategy was to warm up relations, in the hope that the Soviet Union would pursue economic and democratic reforms. However, this did not come until Mikhail Gorbachev took office in 1985.

Nikita Khrushchev was ousted as First Secretary of the Central Committee of the Communist Party of the Soviet Union (as well as Chairman of the Council of Ministers) on 14 October 1964, due to his failed reforms and the disregard for Party and Government institutions. Brezhnev replaced Khrushchev as First Secretary and Alexei Kosygin replaced him as Chairman of the Council of Ministers. Anastas Mikoyan, and later Nikolai Podgorny, became Chairmen of the Presidium of the Supreme Soviet. Together with Andrei Kirilenko as organizational secretary, and Mikhail Suslov as Chief Ideologue, they made up a reinvigorated collective leadership, which contrasted in form with the autocracy that characterized Khrushchev's rule.
