Civil Service (United Kingdom) in the context of Scottish Government

The Scottish Government (Scottish Gaelic: Riaghaltas na h-Alba, pronounced [ˈrˠiə.əl̪ˠt̪əs ˈhal̪ˠapə]) is the devolved government of Scotland. It was formed in 1999 as the Scottish Executive following the 1997 referendum on Scottish devolution, and is headquartered at St Andrew's House in the capital city, Edinburgh. It has been described as one of the most powerful devolved governments globally, with full legislative control over a number of areas, including education, healthcare, justice and the legal system, rural affairs, housing, the crown estate, the environment, emergency services, equal opportunities, public transport, and tax, amongst others.

The Scottish Government consists of the Scottish Ministers, which is the term used to describe their collective legal functions. The Scottish Government is accountable to the Scottish Parliament, which was also created by the Scotland Act 1998. The first minister is nominated by Parliament, then formally appointed by the monarch. The Scotland Act 1998 makes provision for ministers and junior ministers, referred to by the current administration as cabinet secretaries and ministers, in addition to two law officers: the lord advocate and the solicitor general for Scotland. The first minister selects ministers from the body of serving members of the Scottish Parliament, after which their appointment is approved by Parliament and the monarch. Collectively the Scottish Ministers and the Civil Service staff that support the Scottish Government are formally referred to as the Scottish Administration. The Scottish Cabinet consists of the first minister and their deputy, cabinet secretaries, the law officers, the permanent secretary and Minister for Parliamentary Business.

Civil Service (United Kingdom) in the context of Companion of the Order of the Bath

The Most Honourable Order of the Bath is a British order of chivalry founded by King George I on 18 May 1725. Recipients of the Order are usually senior military officers or senior civil servants, and the monarch awards it on the advice of His Majesty's Government. The name derives from an elaborate medieval ceremony for preparing a candidate to receive his knighthood, of which ritual bathing (as a symbol of purification) was an element. While not all knights went through such an elaborate ceremony, knights so created were known as "knights of the Bath".

George I constituted the Knights of the Bath as a regular military order. He did not revive the order, which did not previously exist, in the sense of a body of knights governed by a set of statutes and whose numbers were replenished when vacancies occurred.

Sir Ernest Arthur Gowers (/ˈɡ.ərz/; 2 June 1880 – 16 April 1966) was a British civil servant and author who is best remembered for his book Plain Words, first published in 1948, and his revision of Fowler's classic Modern English Usage. Before making his name as an author, he had a long career in the Civil Service, which he entered in 1903. His final full-time appointment was as Senior Regional Commissioner for Civil Defence, London Region (1940–45). After the Second World War, he was appointed chairman of numerous government inquiries, including the 1949 Royal Commission into Capital Punishment. He was also chairman of the Harlow New Town Development Corporation.

Whitehall is a road and area in the City of Westminster, Central London, England. The road forms the first part of the A3212 road from Trafalgar Square to Chelsea. It is the main thoroughfare running south from Trafalgar Square towards Parliament Square. The street is recognised as the centre of the Government of the United Kingdom and is lined with numerous departments and ministries, including the Ministry of Defence, Horse Guards, the Cabinet Office, and much of the Foreign Office. Consequently, the name "Whitehall" is used as a metonym for the British civil service and government, and as the geographic name for the surrounding area.

The Palace of Whitehall previously occupied the area and was the residence of Kings Henry VIII through to William III, before it was destroyed by fire in 1698; only the Banqueting House has survived. Whitehall was originally a wide road that led to the gates of the palace; the route to the south was widened in the 18th century, following the destruction of the palace, and the area was largely rebuilt for government offices.

In the civil service of the United Kingdom, His Majesty's Exchequer, or just the Exchequer, is the accounting process of central government and the government's current account (i.e., money held from taxation and other government revenues) in the Consolidated Fund. The term is used in various financial documents, including the latest departmental and agency annual accounts.

Historically, it was the name of a British government department responsible for the collection and the management of taxes and revenues, making payments on behalf of the sovereign, and auditing official accounts. It also developed a judicial role along with its accountancy responsibilities and tried legal cases relating to revenue.

The Cabinet Manual is a government document in the United Kingdom which sets out the main laws, rules and conventions affecting the conduct and operation of the Government of the United Kingdom. It was written by the Civil Service, led by Cabinet Secretary Sir Gus O'Donnell, and was first published by the Cabinet Office on 14 December 2010. The manual gives an overview of the UK's system of government, reflecting the importance of Parliament, Cabinet government and the democratic nature of the UK's constitutional arrangements by explaining the powers of the Executive, Sovereign, Parliament, international institutions (most notably the European Union), the Crown Dependencies, British Overseas Territories and the devolved administrations in Northern Ireland, Scotland and Wales. The Manual was written as a guide for members of Cabinet, other ministers and civil servants in the execution of government business, but also serves to consolidate many of the previously unwritten constitutional conventions through which the British government operates.

The writing of the manual was originally initiated by Gordon Brown as part of his broader plan to establish a written constitution for the UK. However, in 2011 the House of Lords Constitution Committee stated that the document was "not the first step to a written constitution" as it only describes the existing rules and does not "set existing practice in stone". The manual does not need to be formally approved by Parliament and can be modified at any time by the Cabinet Secretary.
