City council in the context of Town halls

In local government, a city hall, town hall, civic centre (in the UK or Australia), guildhall, or municipal hall (in the Philippines) is the chief administrative building of a city, town, or other municipality. It usually houses the city or town council and at least some other arms of the local government. It also often functions as the office of the mayor (or other executive), if the relevant municipality has such an officer. In large cities, the local government is often administratively expansive, and the city hall may bear more resemblance to a municipal capitol building.

By convention, until the middle of the 19th century, a single large open chamber (or "hall") formed an integral part of the building housing the council and such other organs of government as supported it. The hall may be used for council meetings and other significant events. This large chamber, the "town hall" (and its later variant "city hall") became synonymous with the whole building, and, synecdochically, the municipal government headquartered there. The terms "council chambers", "municipal building" or variants may be used locally in preference to "town hall" if no such large hall is present within the building.

Local government is a generic term for the lowest tiers of governance or public administration within a particular sovereign state. A municipal council or local council is the legislative body of a municipality or local government area. Depending on the location and classification of the municipality it may be known as a city council, town council, town board, community council, borough council, rural council, village council, board of aldermen, or board of selectmen.

Local governments typically constitute a subdivision of a higher-level political or administrative unit, such as a nation or state. Local governments generally act within the powers and functions assigned to them by law or directives of a higher level of government. In federal states, local government generally comprises a third or fourth level of government, whereas in unitary states, local government usually occupies the second or third level of government.

City council in the context of Mayor–council government

A mayor–council government is a system of local government in which a mayor who is directly elected by the voters acts as chief executive, while a separately elected city council constitutes the legislative body. It is one of the two most common forms of local government in the United States, and is the form most frequently adopted in large cities, although the other common form, council–manager government, is the local government form of more municipalities.
