A caretaker government, also known as a caretaker regime, is a temporary ad hoc government that performs some governmental duties and functions in a country until a regular government is elected or formed. Depending on specific practice, it consists of either randomly selected members of parliament or outgoing members until their dismissal.

Caretaker governments in representative democracies are usually limited in their function, serving only to maintain the status quo, rather than truly govern and propose new legislation. Unlike the government it is meant to temporarily replace, a caretaker government does not have a legitimate mandate (electoral approval) to exercise aforementioned functions.

Caretaker government in the context of Interregnum

An interregnum (plural interregna or interregnums) is a period of discontinuity or "gap" in a government, organization, or social order. Archetypally, it was the period of time between the reign of one monarch and the next (coming from Latin inter-, "between" and rēgnum, "reign" [from rex, rēgis, "king"]), and the concepts of interregnum and regency therefore overlap. Historically, longer and heavier interregna have been typically accompanied by widespread unrest, civil and succession wars between warlords, and power vacuums filled by foreign invasions or the emergence of a new power.

The term also refers to the periods between the election of a new parliament and the establishment of a new government from that parliament in parliamentary democracies, usually ones that employ some form of proportional representation that allows small parties to elect significant numbers, requiring time for negotiations to form a government. In the UK, Canada and other electoral systems with single-member districts, this period is usually very brief, except in the rare occurrence of a hung parliament as occurred both in the UK in 2017 and in Australia in 2010. In parliamentary interregnums, the previous government usually stands as a caretaker government until the new government is established. Additionally, the term has been applied to the United States presidential transition, the period of time between the election of a new U.S. president and their inauguration, during which the outgoing president remains in power, but as a lame duck.

Caretaker government in the context of Russian Provisional Government

The Russian Provisional Government was a provisional government of the Russian Empire and Russian Republic, announced two days before and established immediately after the abdication of Nicholas II on 2 March, O.S. [15 March 1917, N.S.], during the February Revolution. The intention of the provisional government was the organization of elections to the Russian Constituent Assembly and its convention. The provisional government, led first by Prince Georgy Lvov and then by Alexander Kerensky, lasted approximately eight months, and ceased to exist when the Bolsheviks gained power in the October Revolution in October [November, N.S.] 1917.

According to Harold Whitmore Williams, the history of the eight months during which Russia was ruled by the Provisional Government was the history of the steady and systematic disorganization of the army. The Provisional Government was a caretaker government, with its political system and the status of the monarchy remaining unresolved until the election of the Constituent Assembly. This was finally clarified on 1 September [14 September, N.S.], when the Russian Republic was proclaimed, in a decree signed by Kerensky as Minister-President and Zarudny as Minister of Justice.

Caretaker government in the context of Greek military junta of 1967–1974

The Greek junta or Regime of the Colonels was a right-wing military junta that ruled Greece from 1967 to 1974. On 21 April 1967, a group of colonels overthrew a caretaker government a month before scheduled elections which Georgios Papandreou's Centre Union was favoured to win.

The dictatorship was characterised by policies such as anti-communism, restrictions on civil liberties, and the imprisonment, torture, and exile of political opponents. It was ruled by Georgios Papadopoulos from 1967 to 1973, but an attempt to renew popular support in a 1973 referendum on the monarchy and gradual democratisation by Papadopoulos was ended by another coup by the hardliner Dimitrios Ioannidis. Ioannidis ruled until it fell on 24 July 1974 under the pressure of the Turkish invasion of Cyprus, leading to the Metapolitefsi ("regime change"; Greek: Μεταπολίτευση) to democracy and the establishment of the Third Hellenic Republic.

Caretaker government in the context of Prime Minister of Bulgaria

The Prime Minister of Bulgaria (Bulgarian: Министър-председател на България) is the head of government of Bulgaria. They are oftentimes the leader of a political coalition in the Bulgarian parliament, known as the National Assembly, and the leader of the cabinet. At times, the Prime Minister has been appointed by the President of Bulgaria, in order to lead a caretaker government. The current Prime Minister is Rosen Zhelyazkov, who has served since 16 January 2025.

Caretaker government in the context of Syrian caretaker government

The Syrian caretaker government (Arabic: حكومة تصريف الأعمال السورية, romanizedḤukūmat Taṣrīf al-Aʿmāl as-Sūriyyah) was the provisional government of Syria. It was established in December 2024 by the Syrian opposition after the Syrian General Command appointed Mohammed al-Bashir as prime minister, replacing Mohammad Ghazi al-Jalali on 10 December. This came after the fall of the Assad regime and the exile of former Syrian president Bashar al-Assad. On 8 December 2024, hours after the fall of Damascus, Mohammad Ghazi al-Jalali, the outgoing prime minister and last head of government of the Ba'athist regime, agreed to lead the transitional government in a caretaking capacity. He then transferred power to Mohammed al-Bashir, prime minister of the Syrian Salvation Government (SSG), two days later.

On 29 January 2025, Ahmed al-Sharaa was appointed President of Syria by the Syrian General Command for the transitional period during the Syrian Revolution Victory Conference in Damascus, after serving as the de facto leader following the fall of the Assad regime. As president, al-Sharaa announced plans to issue a "constitutional declaration" as a legal reference following the repeal of the 2012 constitution of Ba'athist Syria.

Caretaker government in the context of British Military Administration (Borneo)

The British Military Administration (BMA) was the interim administrator of British Borneo between the end of the Second World War and the establishment of the Crown colonies of Sarawak and North Borneo in 1946. Specifically, the entity lasted from 12 September 1945 to 1 July 1946. Labuan became the headquarters of BMA. The headquarters was mostly managed by the Australian Imperial Force (AIF). The area under this administration today comprises Labuan, Sabah, Sarawak, and Brunei. Sarawak was administered by Australians under British Borneo Civil Affairs Unit (BBCAU).

Caretaker government in the context of Mahbub ul-Haq

Mahbub ul-Haq (Urdu: محبوب الحق; (1934-02-24)24 February 1934  – (1998-07-16)16 July 1998) was a Pakistani economist, international development theorist, and politician who served as the minister of Finance from 10 April 1985 to 28 January 1986, and again from June to December 1988 as a caretaker. Regarded as one of the greatest economists of his time, Haq devised the Human Development Index, widely used to gauge the development of nations.

After graduating with a degree in economics from the Government College University in Lahore, he won a scholarship to the University of Cambridge in England, where he obtained a second higher degree in the same field. He later received his PhD from Yale University in the United States and conducted postdoctoral research at the Harvard Kennedy School. Haq returned to Pakistan to serve as the chief economist of the Planning Commission throughout the 1960s. In 1970, after the fall of Ayub Khan, Haq moved to Washington, D.C. to serve at the World Bank as Director of Policy Planning until 1982, where he played a major role in reorienting its approach to assisting development in low-income countries.
