Cardiff Capital Region in the context of "Merthyr Tydfil County Borough"

Cardiff (/ˈkɑːrdɪf/ ; Welsh: Caerdydd [kairˈdiːð, kaːɨrˈdɨːð] ) is the capital and largest city of Wales. Cardiff had a population of 383,919 in 2024 and forms a principal area officially known as the City and County of Cardiff (Welsh: Dinas a Sir Caerdydd). The city is the eleventh largest in the United Kingdom. Located in the southeast of Wales and in the Cardiff Capital Region, Cardiff is the county town of the historic county of Glamorgan and in 1974–1996 of South Glamorgan. It belongs to the Eurocities network of the largest European cities. A small town until the early 19th century, its prominence as a port for coal when mining began in the region helped its expansion. In 1905, it was ranked as a city and in 1955 proclaimed capital of Wales. The Cardiff urban area covers a larger area outside the county boundary, including the towns of Dinas Powys and Penarth.

Cardiff is the main commercial centre of Wales as well as the base for the Senedd, the Welsh Parliament. At the 2021 census, the unitary authority area population was put at 362,400. The population of the wider urban area in 2011 was 479,000. In 2011, it ranked sixth in the world in a National Geographic magazine list of alternative tourist destinations. It is the most popular destination in Wales with 21.3 million visitors in 2017. It was voted as the best city in the UK at the 2023 Readers' Choice Awards.

Newport (Welsh: Casnewydd [kasˈnɛwɨð]) is a city and county borough in Wales, on the River Usk near its confluence with the Severn Estuary, approximately 12 mi (19 km) northeast of Cardiff. The population grew significantly between the 2011 and the 2021 census, increasing from 145,700 to 159,587, the largest growth of any unitary authority in Wales. Newport is the third-largest principal authority with city status in Wales and the sixth most populous overall. Newport became a unitary authority in 1996 and forms part of the Cardiff-Newport metropolitan area, and the Cardiff Capital Region.

Newport has been a port since the Middle Ages, originating with the construction of Newport Castle by the Normans. The town eventually outgrew the earlier Roman settlement of Caerleon, located just upstream and now incorporated into the city. Newport received its first charter in 1314. The town experienced significant growth during the 19th century, as its port became a major hub for coal exports from the eastern South Wales Valleys. For a time, Newport was the largest coal-exporting port in Wales, until Cardiff surpassed it in the mid-1800s. Newport was also the site of the last large-scale armed insurrection in Great Britain, the Newport Rising of 1839.

Regional economy in Wales is centred on four regional economic boards in Wales. Each board oversees a city or growth deal, signed between 2016 and 2022, lasting 10–15 years. Two of the deals are city deals signed and proposed by their respective economic boards, and their areas are described as "city regions"; the Cardiff Capital Region and Swansea Bay City Region. Whereas in North Wales, the North Wales Economic Ambition Board negotiated a North Wales growth deal signed in 2020, and in Mid Wales, the Growing Mid Wales Partnership, led negotiations for a Mid Wales growth deal signed in 2022. The programmes are based on the City deal and Growth deal initiatives set up by the Coalition UK Government in 2012, to promote the decentralisation of the UK economy, by stimulating local economic growth.
