The Government of Japan is the central government of Japan. It consists of legislative, executive and judiciary branches and functions under the framework established by the Constitution of Japan. Japan is a unitary state, containing forty-seven administrative divisions, with the emperor as its head of state. His role is ceremonial and he has no powers related to the Government. Instead, it is the Cabinet, comprising the prime minister and the ministers of state, that directs and controls the government and the civil service. The Cabinet has the executive power and is formed by the prime minister, who is the head of government. The Prime Minister is nominated by the National Diet and appointed to office by the Emperor. The current cabinet is the Takaichi Cabinet, which is led by prime minister Sanae Takaichi, who assumed office on 21 October 2025. The country has had a Liberal Democratic minority government since 2025.

The National Diet is the legislature, the organ of the Legislative branch. The Diet is bicameral, consisting of two houses with the House of Councilors being the upper house, and the House of Representatives being the lower house. The members of both houses of the Diet are directly elected by the people, who are the source of sovereignty. The Diet is defined as the supreme organ of sovereignty in the Constitution. The Supreme Court and other lower courts make up the Judicial branch and have all the judicial powers in the state. The Supreme Court has ultimate judicial authority to interpret the constitution and the power of judicial review. The judicial branch is independent from the executive and the legislative branches. Judges are nominated or appointed by the Cabinet and never removed by the executive or the legislature except during impeachment.

A designated city (指定都市, shitei toshi; [ɕi̥.tei toꜜ.ɕi, -teː-]) or government ordinance city (政令市, seireishi; [sei.ɾeꜜi.ɕi, seː.ɾeꜜː-]), short for city designated by government ordinance (政令指定都市, seirei shitei toshi; [sei.ɾei ɕi̥.tei toꜜ.ɕi, seː.ɾeː- -teː-]), is a Japanese city that has a population greater than 500,000 and has been designated as such by order of the Cabinet of Japan under Article 252, Section 19, of the Local Autonomy Law.

Designated cities are delegated many of the functions normally performed by prefectural governments in fields such as public education, social welfare, sanitation, business licensing, and urban planning. The city government is generally delegated the various minor administrative functions in each area, and the prefectural government retains authority over major decisions. For instance, pharmaceutical retailers and small clinics can be licensed by designated city governments, but pharmacies and hospitals are licensed by prefectural governments.

The prime minister of Japan (内閣総理大臣, Naikaku Sōri Daijin; Japanese pronunciation: [naꜜi.ka.kɯ | soː.ɾʲi daꜜi.dʑiɴ]) is the head of government of Japan. The prime minister chairs the Cabinet of Japan and has the ability to select and dismiss its ministers of state. The prime minister also serves as the commander-in-chief of the Japan Self Defence Forces. The incumbent prime minister, Sanae Takaichi, took office on 21 October 2025; she is the first woman to serve as either president of the Liberal Democratic Party or prime minister.

The National Diet (parliament) nominates the prime minister from among its members (typically from among the members of the House of Representatives). They are then formally appointed by the emperor. The prime minister must retain the confidence of the House of Representatives to remain in office. The prime minister lives and works at the Naikaku Sōri Daijin Kantei (Prime Minister's Official Residence) in Nagatachō, Chiyoda, Tokyo, close to the National Diet Building.

The Japanese civil service employs over three million employees, with the Japan Self-Defense Forces, with 247,000 personnel, being the biggest branch. In the post-war period, this figure has been even higher, but the privatization of a large number of public corporations since the 1980s, including NTT, Japanese National Railways, and Japan Post, already reduced the number.

The vast majority of civil servants (2.74 million) are employed by local governments, while around 585,000 are national government civil servants. National civil servants are divided into "special" and "regular" service categories. Appointments in the special service category are governed by political or other factors and do not involve competitive examinations. This category includes cabinet ministers, heads of independent agencies, members of the Self-Defense Forces, Diet officials, and ambassadors.

The Imperial Investiture (親任式, Shinninshiki) is an official inauguration ceremony whereby the Emperor of Japan formally appoints the Prime Minister of Japan or the Chief Justice of Japan to office. In practice, the Prime Minister is nominated by the Diet, while the Chief Justice is nominated by the Cabinet. The Emperor is constitutionally required to appoint the nominated person, without the right to decline appointment.

During the time period of the Empire of Japan, as the Emperor was the source of executive authority, there were also investitures held for military officials. Such appointees were called the Shinninkan (親任官).

The Takaichi Cabinet is the 104th Cabinet of Japan, formed on 21 October 2025 when Sanae Takaichi was appointed Prime Minister by Emperor Naruhito as designated by the National Diet, following the resignation of Shigeru Ishiba after the 2025 Liberal Democratic Party presidential election.

The country's first woman-led government, it is also the first time that the Japan Innovation Party will participate in the national government, following the collapse of the LDP–Komeito coalition, which had governed from 1999 to 2009 and from 2012 to 2025, and the formation of the LDP–JIP coalition.

Sanae Takaichi (born 7 March 1961) is a Japanese politician who is serving as Prime Minister of Japan and President of the Liberal Democratic Party since 2025. She is the first woman to hold either of these positions. A member of the House of Representatives from 1993 to 2003 and since 2005, she also held several ministerial posts during the premierships of Shinzo Abe and Fumio Kishida.

Born and raised in Nara Prefecture, Takaichi graduated from Kobe University and worked as an author, legislative aide, and broadcaster before beginning her political career. Elected as an independent to the House of Representatives in the 1993 general election, she joined the Liberal Democratic Party (LDP) in 1996. A protégé of Prime Minister Abe, she held various positions during Abe's premiership, most notably as Minister for Internal Affairs and Communications. She was a candidate in the 2021 LDP leadership election, but was eliminated before the runoff, placing third. From 2022 to 2024, during Fumio Kishida's premiership, she served as the Minister of State for Economic Security.

The Constitution of the Empire of Japan (Kyūjitai: 大日本帝國憲法; Shinjitai: 大日本帝国憲法, romanized: Dai-Nippon Teikoku Kenpō), known informally as the Meiji Constitution (明治憲法, Meiji Kenpō), was the constitution of the Empire of Japan which was proclaimed on February 11, 1889, and remained in force between November 29, 1890, until May 2, 1947. Enacted after the Meiji Restoration in 1868, it provided for a form of mixed constitutional and absolute monarchy, based jointly on the German and British models. In theory, the Emperor of Japan governed the empire with the advice of his ministers; in practice, the Emperor was head of state but the Prime Minister was the actual head of government. Under the Meiji Constitution, the Prime Minister and his Cabinet were not necessarily chosen from the elected members of parliament.

During the Allied occupation of Japan, the Meiji Constitution was replaced with the "Postwar Constitution" on November 3, 1946; the latter document has been in force since May 3, 1947. In order to maintain legal continuity, the Postwar Constitution was enacted as an amendment to the Meiji Constitution.

The Tōjō Cabinet is the 40th Cabinet of Japan led by Hideki Tojo from 18 October 1941 to 22 July 1944.

Mutsuhito (睦仁; 3 November 1852 – 29 July 1912), posthumously honored as Emperor Meiji (明治天皇, Meiji Tennō), was the 122nd emperor of Japan according to the traditional order of succession, reigning from 1867 until his death in 1912. His reign is associated with the Meiji Restoration of 1868, which ended the Tokugawa shogunate and began rapid changes that transformed Japan from an isolationist, feudal state to an industrialized world power. Emperor Meiji was the first monarch of the Empire of Japan, and presided over the Meiji era.

At the time of Mutsuhito's birth, Japan was a feudal and pre-industrial country dominated by the isolationist Tokugawa shogunate and the daimyō subject to it, who ruled over Japan's 270 decentralized domains. The opening of Japan to the West from 1854 fueled domestic demands for modernization, and when Mutsuhito became emperor after the death of his father Emperor Kōmei in 1867, it triggered the Boshin War, in which samurai (mostly from the Chōshū and Satsuma Domains) defeated the shogunate and restored power in his name. Documents issued during his reign include the Charter Oath of 1868, Meiji Constitution of 1889, Imperial Rescript to Soldiers and Sailors of 1882, and Imperial Rescript on Education of 1890, in which he was advised by a group of oligarchs known as the genrō. Other major events which occurred during his reign include the establishment of the Cabinet in 1885, Privy Council in 1888, Imperial Diet in 1890, and military victories over China in the First Sino-Japanese War and over Russia in the Russo-Japanese War. Taiwan and Korea were annexed in 1895 and 1910, respectively. Emperor Meiji died in 1912, and was succeeded by his eldest son, Yoshihito.

The Daijō-kan or Dajō-kan (Japanese: 太政官), also known as the Great Council of State, was (i) (Daijō-kan) the highest organ of Japan's premodern Imperial government under the Ritsuryō legal system during and after the Nara period or (ii) (Dajō-kan) the highest organ of Japan's government briefly restored to power after the Meiji Restoration, which was replaced by the Cabinet. In Yamato name it is also called "Ōmatsurigoto-no-Tsukasa" 於保伊萬豆利古止乃官）.

It was consolidated in the Taihō Code of 702. The Asuka Kiyomihara Code of 689 marks the initial appearance of this central administrative body composed of the three ministers—the Daijō-daijin (Chancellor), the Sadaijin (Minister of the Left) and the Udaijin (Minister of the Right).

The First Itō Cabinet is the first Cabinet of Japan led by Itō Hirobumi from December 22, 1885 to April 30, 1888. The cabinet composed of ministry heads replaced the Daijō-kan.  

Kunrei-shiki (Japanese: 訓令式ローマ字, Hepburn: Kunrei-shiki rōmaji; rgh. 'Cabinet-ordered style of Roman letters'), also known as the Monbusho system (named after the endonym for the Ministry of Education, Culture, Sports, Science and Technology) or MEXT system, is a romanization system for transcribing the Japanese language into the Latin alphabet. Its name is rendered Kunreisiki in the system itself. It is taught in the Monbushō-approved elementary school curriculum. The ISO has standardized Kunrei-shiki under ISO 3602.

Kunrei-shiki is based on the older Nihon-shiki romanization, which was modified for modern standard Japanese. For example, the word かなづかい, romanized kanadukai in Nihon-shiki, is pronounced kanazukai in modern standard Japanese and is romanized as such in Kunrei-shiki. The system competes with the older Hepburn romanization system, which was promoted by the SCAP during the Allied occupation of Japan after World War II.

Deputy minister is a title borne by politicians or officials in certain countries governed under a parliamentary system. A deputy minister is positioned in some way "under" a minister, who is a full member of Cabinet, in charge of a particular standing policy portfolio, and typically oversees an associated civil service department. Depending on the jurisdiction, a "Deputy minister" may be a Cabinet minister who regularly acts as and for a more senior cabinet minister (rare except in the case of "Deputy Prime Minister"), a junior minister assigned to assist a cabinet minister, an elected member of the governing party or coalition assigned to assist a specific cabinet minister "from the back benches" (i.e., not part of the Cabinet, Government or Ministry) or a non-elected head of a civil service department taking political direction from a Cabinet minister.

• Bangladesh: A Deputy minister is junior to a Minister of a Department of State (portfolio minister) and of similar standing to a Parliamentary Secretary.
• Canada: The Deputy minister is the senior civil servant in a government department and takes political direction from an appointed minister of the Crown.
• Japan: A Deputy Minister assists the work of the Cabinet of Japan.
• Malaysia: A Deputy minister is not a member of the Cabinet and also called half minister. It is secondary to and ranked below ministers. Deputy ministers deputise for ministers. A ministry usually has one or two deputy ministers.
• Netherlands: A State Secretary is the title of a junior member of the Cabinet of the Netherlands.
• Poland: The ministries are staffed by secretaries of state and undersecretaries of state, commonly referred to as deputy ministers. Their task is to assist the Minister and replace him if necessary. Main article: Secretary of state (Poland) [pl]
• South Africa: A Deputy Minister is secondary to cabinet ministers. The Official Opposition Shadow Cabinet also has deputy shadow ministers.
• Sri Lanka: A Deputy ministers are junior ministers ranking below that of cabinet minister and State Minister. It is similar to the pre-1972 post of Parliamentary Secretary.
• Tanzania: The Deputy ministers are junior ministers, and are usually not members of the government's cabinet.
• Timor-Leste: The Government, which comprises the Prime Minister, Ministers and Secretaries of State, may include one or more Deputy Prime Ministers and Deputy Ministers.

The chief justice of the Supreme Court of Japan (最高裁判所長官, Saikōsaibansho-chōkan) is the chief judge of the Supreme Court of Japan and is the head of the judicial branch of the Japanese government.

The chief justice is ceremonially appointed by the emperor of Japan after being nominated by the Cabinet; in practice, this is following the recommendation of the retiring chief justice.

The Minister for Internal Affairs and Communications (総務大臣, Soumu Daijin) is a member of the Cabinet of Japan and is the leader and chief executive of the Ministry of Internal Affairs and Communications. The minister is also a statutory member of the National Security Council, and is nominated by the Prime Minister of Japan and is appointed by the Emperor of Japan.

The current minister is Yoshimasa Hayashi, who took office on October 21, 2025.

Prince Itō Hirobumi (Japanese: 伊藤 博文 [i.toː (|) çi.ɾoꜜ.bɯ.mʲi]; born Hayashi Risuke (林 利助); 16 October 1841 – 26 October 1909) was a Japanese statesman who served as the first prime minister of Japan from 1885 to 1888. Itō would again hold office as prime minister from 1892 to 1896, January—June 1898, and 1900 to 1901. He was also a leading member of the genrō, a group of senior courtiers that dictated policy for the Empire of Japan during the Meiji era. A pragmatic statesman, Itō became a central figure in the drafting of the Meiji Constitution as well as the establishment of the National Diet and modern cabinet system.

Born into a poor farming family in the Chōshū Domain, Itō Hirobumi and his father were adopted into a low-ranking samurai family. After the opening of Japan in 1854, he joined the nationalist sonnō jōi movement before being sent to England in 1863 to study at University College London. Following the Meiji Restoration of 1868, Itō was appointed a junior councilor for foreign affairs in the newly formed Empire of Japan. Later in 1870, he traveled to the United States to study Western currency, and subsequently helped establish Japan's modern banking and taxation systems. Itō then set off on another overseas trip with the Iwakura Mission to the U.S. and Europe. Upon his return to Japan in 1873, he became a full councilor and public works minister.

The minister for foreign affairs (外務大臣, Gaimu Daijin) is a member of the cabinet of Japan and is the leader and chief executive of the Ministry of Foreign Affairs. The minister is responsible for implementing Japan's foreign policy and is also a statutory member of the National Security Council. The minister is nominated by the prime minister and is appointed by the emperor of Japan.

Since the end of the allied occupation of Japan, the position has been one of the most powerful in the cabinet, as Japan's economic interests have long relied on foreign relations. The recent efforts of former prime minister Junichiro Koizumi and Shinzo Abe to establish a more interventionist foreign policy have also heightened the importance of the position.
