Bioterrorism is terrorism involving the intentional release or dissemination of biological agents. These agents include bacteria, viruses, insects, fungi, and/or their toxins, and may be in a naturally occurring or a human-modified form, in much the same way as in biological warfare. Further, modern agribusiness is vulnerable to anti-agricultural attacks by terrorists, and such attacks can seriously damage economy as well as consumer confidence. The latter destructive activity is called agrobioterrorism and is a subtype of agro-terrorism.

Bioterrorism in the context of Biosecurity

Biosecurity refers to measures aimed at preventing the introduction or spread of harmful organisms (e.g. viruses, bacteria, plants, animals etc.) intentionally or unintentionally outside their native range or within new environments. In agriculture, these measures are aimed at protecting food crops and livestock from pests, invasive species, and other organisms not conducive to the welfare of the human population. The term includes biological threats to people, including those from pandemic diseases and bioterrorism. The definition has sometimes been broadened to embrace other concepts, and it is used for different purposes in different contexts.

The COVID-19 pandemic is a recent example of a threat for which biosecurity measures have been needed in all countries of the world.

Bioterrorism in the context of Federal Food, Drug, and Cosmetic Act

The Federal Food, Drug, and Cosmetic Act (abbreviated as FFDCA, FDCA, or FD&C) is a set of laws passed by the United States Congress in 1938 giving authority to the Food and Drug Administration (FDA) to oversee the safety of food, drugs, medical devices, and cosmetics. The FDA's principal representative with members of congress during its drafting was Charles W. Crawford. A principal author of this law was Royal S. Copeland, a three-term U.S. senator from New York. In 1968, the Electronic Product Radiation Control provisions were added to the FD&C. Also in that year the FDA formed the Drug Efficacy Study Implementation (DESI) to incorporate into FD&C regulations the recommendations from a National Academy of Sciences investigation of effectiveness of previously marketed drugs. The act has been amended many times, most recently to add requirements about bioterrorism preparations.

The introduction of this act was influenced by the death of more than 100 patients due to elixir sulfanilamide, a sulfanilamide medication where the toxic solvent diethylene glycol was used to dissolve the drug and make a liquid form. It replaced the earlier Pure Food and Drug Act of 1906.

Bioterrorism in the context of Filoviruses

Filoviridae (/ˌflˈvɪrɪd/) is a family of single-stranded negative-sense RNA viruses in the order Mononegavirales. Two members of the family that are commonly known are Ebola virus and Marburg virus. Both viruses, and some of their lesser known relatives, cause severe disease in humans and nonhuman primates in the form of viral hemorrhagic fevers.

All filoviruses are classified by the US as select agents, by the World Health Organization as Risk Group 4 Pathogens (requiring Biosafety Level 4-equivalent containment), by the National Institutes of Health/National Institute of Allergy and Infectious Diseases as Category A Priority Pathogens, and by the Centers for Disease Control and Prevention as Category A Bioterrorism Agents, and are listed as Biological Agents for Export Control by the Australia Group.

Bioterrorism in the context of Smallpox vaccine

The smallpox vaccine is used to prevent smallpox infection caused by the variola virus. It is the first vaccine to have been developed against a contagious disease. In 1796, British physician Edward Jenner demonstrated that an infection with the relatively mild cowpox virus conferred immunity against the deadly smallpox virus. Cowpox served as a natural vaccine until the modern smallpox vaccine emerged in the 20th century. From 1958 to 1977, the World Health Organization (WHO) conducted a global vaccination campaign that eradicated smallpox, making it the only human disease to be eradicated. Although routine smallpox vaccination is no longer performed on the general public, the vaccine is still being produced for research, and to guard against bioterrorism, biological warfare, and mpox.

The term vaccine derives from vacca, the Latin word for cow, reflecting the origins of smallpox vaccination. Edward Jenner referred to cowpox as variolae vaccinae (smallpox of the cow). The origins of the smallpox vaccine became murky over time, especially after Louis Pasteur developed laboratory techniques for creating vaccines in the 19th century. Allan Watt Downie demonstrated in 1939 that the modern smallpox vaccine was serologically distinct from cowpox, and vaccinia was subsequently recognized as a separate viral species. Whole-genome sequencing has revealed that vaccinia is most closely related to horsepox, and the cowpox strains found in Great Britain are the least closely related to vaccinia.

Bioterrorism in the context of Entomological warfare

Entomological warfare (EW) is a type of biological warfare that uses insects to interrupt supply lines by damaging crops, or to directly harm enemy combatants and civilian populations. There have been several programs which have attempted to institute this methodology; however, there has been limited application of entomological warfare against military or civilian targets, Japan being the only state known to have verifiably implemented the method against another state, namely the Chinese during World War II. However, EW was used more widely in antiquity, in order to repel sieges or cause economic harm to states. Research into EW was conducted during both World War II and the Cold War by numerous states such as the Soviet Union, United States, Germany and Canada. There have also been suggestions that it could be implemented by non-state actors in a form of bioterrorism. Under the Biological and Toxic Weapons Convention of 1972, use of insects to administer agents or toxins for hostile purposes is deemed to be against international law.

Bioterrorism in the context of Biodefense

Biodefense refers to measures to counter biological threats, reduce biological risks, and prepare for, respond to, and recover from bioincidents, whether naturally occurring, accidental, or deliberate in origin and whether impacting human, animal, plant, or environmental health. Biodefense measures often aim to improve biosecurity or biosafety. Biodefense is frequently discussed in the context of biological warfare or bioterrorism, and is generally considered a military or emergency response term.

Biodefense applies to two distinct target populations: civilian non-combatants and military combatants (troops in the field). Protection of water supplies and food supplies are often a critical part of biodefense.

Bioterrorism in the context of Terror tactic

The tactics of terrorism are diverse. As important as the actual attacks is the cultivation in the target population of the fear of such attacks, so that the threat of violence becomes as effective as actual violence. The different tactics that terrorist groups utilize can be very simple to extremely complex.

Terrorist tactics tend to favor attacks that avoid effective countermeasures and exploit vulnerabilities. As such, terrorist groups have the potential to utilize many different types of terrorism tactics depending on the circumstances and the perceived likelihood of success. Some tactics are more conventional and widely used in the operations of many terrorist groups. These tactics include shootings, hijackings, kidnappings, bombings, and suicide attacks. Other tactics are seen as more unconventional and have only been used in a few instances, if at all. However, these unconventional tactics are perceived by government officials and experts alike as serious potential threats. Some types of unconventional terrorism tactics commonly recognized by terrorism experts are bioterrorism, agroterrorism, nuclear terrorism, and cyberterrorism.
