Bila Tserkva (Ukrainian: Біла Церква [ˈbilɐ ˈtsɛrkwɐ] ; lit.''White Church'', Russian: Белая Церковь, Polish: Biała Cerkiew) is a city in central Ukraine. It is situated on the Ros River in the historical region of right-bank Ukraine. It is the largest city in Kyiv Oblast (which does not include the city of Kyiv) and serves as the administrative centre of Bila Tserkva Raion and Bila Tserkva urban hromada, and has a population of 207,273 (2022 estimate)., 205,000 (2024 estimate).

The oldest preserved document that mentions the city, at that time called Yuryiv, is the Hypatian Codex (1115). Historically, the city has been at the centre of the Porossia (River Ros) region. Founded as a border fortification of Kievan Rus', Bila Tserkva later became property of Polish nobility and served as a prominent commercial centre. Since the 19th century, industry and tourism have been important elements of the city's economy. Under Soviet rule, Bila Tserkva became a centre of agricultural education. During the Cold War, a major Soviet Air Force base was located near the city.

Kyiv Oblast (Ukrainian: Київська область, romanizedKyivska oblast, IPA: [ˈkɪjiu̯sʲkɐ ˈɔblɐsʲtʲ]), also called Kyivshchyna (Київщинa, IPA: [ˈkɪjiu̯ʃtʃɪnɐ]), is an oblast (province) in central and northern Ukraine. It surrounds, but does not include, the city of Kyiv, which is administered as a city with special status. However, Kyiv also serves as the administrative center of the oblast. The Kyiv metropolitan area extends out from Kyiv city into parts of the oblast, which is significantly dependent on the urban economy and transportation of Kyiv.

The population of Kyiv Oblast is 1,795,079 (2022 estimate). Its largest city is Bila Tserkva, with a population over 200,000.

Bila Tserkva in the context of Ros River

The Ros (Ukrainian: Рось) is a river in Ukraine, a right tributary of the Dnieper. The river's source is located in the village of Ordyntsi in Pohrebyshche Raion, Vinnytsia Oblast. The Ros is 346 kilometres (215 mi) long, and has a drainage basin of 12,600 square kilometres (4,900 sq mi). The most important towns on the river are Bila Tserkva, Bohuslav, and Korsun-Shevchenkivskyi.

The Ros flows into the Kremenchug Reservoir. It is fed mainly by snow. Flooding occurs between March and April. The average water discharge 65 kilometres (40 mi) from the mouth of the river is 22.5 cubic metres (790 cu ft) per second. The river usually freezes during November and December, thawing any time from late February to early April. It is navigable for 60 kilometres (37 mi). The Steblevskaya hydroelectric power station and the Korsun-Shevchenkivska hydroelectric power station are both located on the river.
