An autonomous administrative division (also referred to as an autonomous area, zone, entity, unit, region, subdivision, province, or territory) is a subnational administrative division or internal territory of a sovereign state that has a degree of autonomyself-governance — under the national government. Autonomous areas are distinct from other constituent units of a federation (e.g. a state, or province) in that they possess unique powers for their given circumstances. Typically, it is either geographically distinct from the rest of the state or populated by a national minority, which may exercise home rule. Decentralization of self-governing powers and functions to such divisions is a way for a national government to try to increase democratic participation or administrative efficiency or to defuse internal conflicts. States that include autonomous areas may be federacies, federations, or confederations. Autonomous areas can be divided into territorial autonomies, subregional territorial autonomies, and local autonomies.

Self-governance, self-government, self-sovereignty or self-rule is the ability of a person or group to exercise all necessary functions of regulation without intervention from an external authority. It may refer to personal conduct or to any form of institution, such as family units, social groups, affinity groups, legal bodies, industry bodies, religions, and political entities of various degrees. Self-governance is closely related to various philosophical and socio-political concepts such as autonomy, independence, self-control, self-discipline, and sovereignty.

In the context of nation states, self-governance is called national sovereignty which is an important concept in international law. In the context of administrative division, a self-governing territory is called an autonomous region. Self-governance is also associated with political contexts in which a population or demographic becomes independent from colonial rule, absolute government, absolute monarchy, or any government that they perceive does not adequately represent them. It is therefore a fundamental tenet of many democracies, republics and nationalist governments. Mahatma Gandhi's term "swaraj" is a branch of this self-rule ideology. Henry David Thoreau was a major proponent of self-rule in lieu of immoral governments.

Autonomous administrative division in the context of Regionalism (politics)

Regionalism is a political ideology that seeks to increase the political power, influence and self-determination of the people of one or more subnational regions. It focuses on the "development of a political or social system based on one or more" regions, and/or the national, normative, or economic interests of a specific region, group of regions or another subnational entity, gaining strength from or aiming to strengthen the "consciousness of and loyalty to a distinct region with a homogeneous population", similarly to nationalism. More specifically, "regionalism refers to three distinct elements: movements demanding territorial autonomy within unitary states; the organization of the central state on a regional basis for the delivery of its policies including regional development policies; political decentralization and regional autonomy".

Regions may be delineated by administrative divisions, culture, language and religion, among others. Regionalists' demands occur in "strong" forms (such as sovereigntism, separatism, sovereignty, secession and independence), as well as more "moderate" campaigns for greater autonomy (such as states' rights, decentralization or devolution). Strictly speaking, regionalists favour confederations over unitary nation states with strong central governments. They may, however, embrace intermediate forms of federalism. Proponents of regionalism usually claim that strengthening the governing bodies and political powers within a region, at the expense of a centralized government, will benefit local populations by improving regional or local economies, in terms of better fiscal responsibility, regional development, allocation of resources, implementation of localist policies and plans, competitiveness among regions and, ultimately, the whole country, consistent with the principle of subsidiarity.

Autonomous administrative division in the context of Devolution

Devolution is the statutory delegation of powers from the central government of a sovereign state to govern at a subnational level, such as a regional or local level. It is a form of administrative decentralization. Devolved territories have the power to make legislation relevant to the area, thus granting them a higher level of autonomy.

Devolution differs from federalism in that the devolved powers of the subnational authority may be temporary and are reversible, ultimately residing with the central government. Thus, the state remains de jure unitary. Legislation creating devolved parliaments or assemblies can be repealed or amended by central government in the same way as any statute. In federal systems, by contrast, sub-unit government is guaranteed in the constitution, so the powers of the sub-units cannot be withdrawn unilaterally by the central government (i.e. not without the process of constitutional amendment). The sub-units therefore have a lower degree of protection under devolution than under federalism.

It is divided into six provinces and two metropolitan cities. Cagliari is the capital and largest city, followed by Sassari. It has over 1.5 million inhabitants as of 2025.

Sardinia's indigenous language and the Algherese dialect of Catalan are recognized by both regional and national law as two of Italy's twelve official linguistic minorities, albeit gravely endangered; regional law provides some degree of protection and recognition of the island's other minority languages: the Corsican-influenced Sassarese and Gallurese, and Tabarchino Ligurian.

The Kingdom of the Netherlands, commonly known simply as the Netherlands, is a sovereign state consisting of a collection of constituent territories united under the monarch of the Netherlands, who functions as head of state. The government of Puerto Rico encompasses the local administrative structure of the archipelago and island of Puerto Rico, an unincorporated territory of the U.S. organized under the Constitution of Puerto Rico since its establishment as the Commonwealth of Puerto Rico in 1952. The government is a republican democracy divided into three branches: the law-implementing executive, the law-making legislative, and the law-interpreting judicial. The Governor is the chief executive, the Legislative Assembly is the legislature, and the Supreme Court is the highest court of the territory, which is divided into 78 municipalities, each one headed by a strong mayor and a unicameral legislature. Like U.S. states and other U.S. territories, Puerto Rico is subject to the sovereign jurisdiction of the U.S. federal government.

With the American annexation of Puerto Rico during the Spanish–American War, the U.S. established a military government to administer the unincorporated territory from 1898 to 1900, when it was replaced by a civil insular government organized under the organic acts of the Foraker Act from 1900 to 1917 and the Jones–Shafroth Act from 1917 to 1952. The Constitution of Puerto Rico established the Commonwealth of Puerto Rico and its government under the continued status of unincorporated territory in 1952. With the ratification of the constitution, the full authority and responsibility for the local administration of Puerto Rico was vested in the residents of Puerto Rico, resulting in complete self-governance within the archipelago and island.

Autonomous administrative division in the context of Protocol of Corfu

The Protocol of Corfu (Greek: Πρωτόκολλο της Κέρκυρας, Albanian: Protokolli i Korfuzit), signed on 17 May 1914, was an agreement between the representatives of the Albanian Government and the Provisional Government of Northern Epirus, which officially recognized the area of Northern Epirus as an autonomous self-governing region under the sovereignty of the prince of the newly established Principality of Albania. The agreement granted the Greeks of the districts of Korytsa (Korçë) and Argyrokastro (Gjirokastër), which form Northern Epirus, wider religious, educational, cultural and political autonomy, inside the borders of the Albanian state.

After the end of the Balkan Wars (1912–1913), the subsequent peace treaties ceded the region to Albania. This turn of events catalyzed an uprising among the local Greeks, which led to the Northern Epirote Declaration of Independence, on 28 February 1914. The International Commission of Control, an organization responsible for securing peace and stability in the region, eventually intervened and the Protocol of Corfu was signed on 17 May 1914. However the protocol's terms were never fully implemented because of the politically unstable situation in Albania following the outbreak of World War I, and it was eventually annulled in 1921 during the Conference of Ambassadors.
