A think tank, or public policy institute, is an organization that performs research and advocacy concerning topics such as social policy, political strategy, economics, military, technology, and culture. Most think tanks are non-governmental organizations, but some are semi-autonomous agencies within a government, and some are associated with particular political parties, businesses, or the military. Think tanks are often funded by individual donations, with many also accepting government grants.

Think tanks publish articles and studies, and sometimes draft legislation on particular matters of policy or society. This information is then used by governments, businesses, media organizations, social movements, or other interest groups. Think tanks range from those associated with highly academic or scholarly activities to those that are overtly ideological and pushing for particular policies, with a wide range among them in terms of the quality of their research. Later generations of think tanks have tended to be more ideologically oriented.

The Heritage Foundation (or simply Heritage) is an American right-wing think tank based in Washington, D.C. Founded in 1973, it took a leading role in the conservative movement in the 1980s during the presidency of Ronald Reagan, whose policies were taken from Heritage Foundation studies, including its Mandate for Leadership.

The Heritage Foundation has had significant influence in U.S. public policy making, and has historically been ranked among the most influential public policy organizations in the United States. Advocacy groups, also known as lobby groups, interest groups, special interest groups, pressure groups, or public associations, use various forms of advocacy or lobbying to influence public opinion and ultimately public policy. They play an important role in the development of political and social systems.

Motives for action may be based on political, economic, religious, moral, commercial or common good-based positions. Groups use varied methods to try to achieve their aims, including lobbying, media campaigns, awareness raising publicity stunts, polls, research, and policy briefings. Some groups are supported or backed by powerful business or political interests and exert considerable influence on the political process, while others have few or no such resources.

Advocacy in the context of Lobbying

Lobbying is a form of advocacy that legally attempts to influence legislators or government officials, such as members of regulatory agencies or the judiciary. Lobbying involves direct, face-to-face contact and is carried out by various entities, including individuals acting as voters, constituents, or private citizens, corporations pursuing their business interests, nonprofits and NGOs through advocacy groups to achieve their missions, and legislators or government officials influencing each other in legislative affairs.

Lobbying or certain practices that share commonalities with lobbying are sometimes referred to as government relations, or government affairs and sometimes legislative relations, or legislative affairs. It is also an industry known by many of the aforementioned names, and has a near-complete overlap with the public affairs industry. Lobbyists may fall into different categories: amateur lobbyists, such as individual voters or voter blocs within an electoral district; professional lobbyists who engage in lobbying as a business or profession; and government relations support staff who work on behalf of professional lobbyists but may not actively engage in direct influencing or face-to-face meetings with targeted individuals to the extent required for registration as lobbyists, operating within the same professional circles as registered lobbyists.

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) is a United Nations (UN) body established in December 1991 by the General Assembly to strengthen the international response to complex emergencies and natural disasters. It is the successor to the Office of the United Nations Disaster Relief Coordinator (UNDRO).

The Department of Humanitarian Affairs (DHA) was established shortly thereafter by the Secretary-General, but in 1998, was merged into OCHA, which became the UN's main focal point on major disasters. OCHA's mandate was subsequently broadened to include coordinating humanitarian response, policy development and humanitarian advocacy. Its activities include organizing and monitoring humanitarian funding, advocacy, policymaking, and information exchange to facilitate rapid-response teams for emergency relief.
